Overview

The Transportation Security Administration (TSA) is a high-performing counterterrorism organization, providing the most effective security in the most efficient way. In support of TSA's mission, the Information Technology (IT) office provides world-class information technology services. The Enterprise Architecture Division (EAD) within the IT office delivers mission-driven architecture through collaboration, innovation, and leadership. Since the formation of EAD, TSA has successfully established many elements of a comprehensive Enterprise Architecture (EA) programs and continues to enhance and mature the program to make its EA actionable and to provide value-added services to its customers. EA plays a critical role in enabling the TSA mission by aligning technology with information and capabilities, enabling strategic and tactical decision making, and simplifying information and technology management processes. Utilizing a set of strategic principles to frame decisions helps TSA fulfill its vital mission in a more efficient and effective manner. The EA Support Services (EASS) contract is an IT support services contract that maintains and improves the TSA enterprise architecture and governance processes as TSA strives to meet its mission and move towards achieving its long-term strategic vision.

Responsibilities

Serve as lead subject matter expert and advisor in support of establishing a modern enterprise architecture and governance structures.
- Provide strategic architectural services to include research and analysis of specific capabilities or technology areas, as well as emerging technologies and existing, mature technology
- Apply and enforce architectural principles, standards, and reference models to ensure alignment of programs and projects with TSA and DHS enterprise architectures.
- Provide and improve services for system/application and infrastructure architectural reviews.
- Provide solution recommendation services to include conducting project, program and enterprise studies and analyses of alternatives (AoA).
- Research and advise on to-be architectures and Develop and document target state artifacts, transition plans, and roadmaps.
- Provide enterprise security architecture forward thinking. Collaborate with CISO and IAD to integrate enterprise security architecture domain principles with program- and project-level security assessments.
- Provide expertise and recommendations to address security concerns with emerging technology and special domains (e.g., IoT, biometrics, mobile, cloud), and threat modeling.
- Provide EA Governance Services. Develop and execute an integrated governance model aligned with existing TSA and DHS processes.
- Provide services to enhance TSA EA maturity. Support and improve EA performance via activities in the enterprise architecture management maturity framework (EAMMF) and associated reporting activities.
- Provide current EA information to decision-makers. Maintain, coordinate, and keep current information in TSA and DHS EA repositories.

Qualifications

- Clearance/Security: DHS EOD which requires US Citizenship.
- Bachelor's degree preferred but not required.
- Experience: Prefer 8 years of Enterprise Architecture experience preferred but not required.
- Candidate will have demonstrated experience in assessing current state of enterprise architecture, researching opportunities for improvements, and advising on roadmap for future state EA which spans all levels (enterprise, segment, solution), multiple areas of architecture (e.g., mission/business, security, networking, applications, systems, and infrastructure), and multiple special domains (e.g., aviation security, cloud, mobile, identity management).
- Knowledge and experience with the latest versions of Federal Enterprise Architecture Framework (FEAF v2) and DoD Architecture Framework (DoDAF) is a plus.
- Candidate must be able to demonstrate experience in multiple levels of architecture (i.e., enterprise, segment, solution) and in multiple areas of architecture (e.g., system, security, business).
- Additional experience with cloud is a plus.
- Knowledge and experience with EA tools and methodologies.
- Candidate must be familiar with integration of various domains of the Federal Enterprise Architecture Framework at Enterprise, Segment and Solution levels.
- Architecture certification is a plus.
- Strong written and verbal skills.
- Excellent communication and presentation skills.
