Position Description

The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance is based in Honolulu, Hawaii with a global mission to build crisis response capacity, enhance coordination and collaboration, and strengthens relationships in the field of international humanitarian assistance and humanitarian civil-military coordination. The Center works closely with a diverse group of governmental and nongovernmental actors to enhance the militaries and civilian government agencies' understanding of their role in supporting humanitarian action in natural and man-made disasters.
This position will provide knowledge, expertise, and situational awareness to support decision making before, during, and after crises. The position requires the applicant to have awareness, understanding, and skills that help DoD, partner militaries, interagency, and international organizations plan for and execute foreign disaster relief (FDR) missions.
Specifically, the applicant will provide operational planning, curriculum development, training course instruction, senior leadership briefings, liaison, humanitarian analysis, facilitation expertise, and advisory support to multinational military exercises. Program activities will include conducting civil-military training courses, multinational and bilateral conferences, workshops, and exercises. International travel is approximately 30-40%. RESPONSIBILITIES AND DUTIES:
- Provide relevant expertise on humanitarian assistance and civil-military coordination in a wide range of military operations to civilian and military organizations.
- Support development of training curriculum to meet identified training gaps/requirements; review and provide recommendations regarding content.
- Contribute to operational case studies and the collection of good practices in regard to humanitarian assistance and civil-military coordination; assist in capturing lessons learned and best practices from real-world operations.
- Deliver high-quality training instruction and presentations to military and civilian organizations.
- Lead or assist in the planning, coordination, and execution of military exercises.
- Provide humanitarian assistance and civil-military coordination planning and operational support during real-world crises.
- Draft analysis, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.
- Participate in relevant international or local conferences.
- Lead or assist in planning, coordinating, and facilitating multiple events each year.
- Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders relevant to the mission.
- Understand, monitor, and remain current on geo-political developments impacting humanitarian crises globally, with a primary focus on the Asia-Pacific region including but not limited to disaster response, complex emergencies, humanitarian deconfliction mechanisms, protection of civilians considerations, and public health.
- Support cross-branch CFE-DM initiatives and projects as required.
- Expect 30% - 40% of travel in support of the mission
EDUCATION REQUIREMENTS:
- Minimum Bachelor's Degree
- Masters preferred.
Minimum Job Requirements:
- 5 - 10 years of field experience conducting and/or supporting humanitarian assistance and civil-military coordination in responses to international humanitarian crises.
- 3 years of experience in military exercises with humanitarian assistance planning and execution, and U.S. interagency coordination and collaboration.
- Experience in developing, delivering, and evaluating presentations for military and/or civilian audiences.
- Experience advising and briefing senior leaders in military and/or civilian organizations.
- Experience working with United Nations agencies, international non-governmental organizations (INGOs), ICRC and/or IFRC, and/or donor agencies.
- Must be able to speak, read, and write in the English Language fluently
- Strong writing and speaking skills.
- Citizenship is required, and the successful candidate must be able to obtain a SECRET level clearance.
- Comfort with public speaking, presentation, and facilitating groups is desired.
- Ability to take direction yet work independently with a high degree of autonomy is desired.
- Familiarity with the Asia-Pacific geopolitical security environment is desired.
- Experience working with US Country Teams and Diplomatic Missions desired.
- Willingness to collaborate with others from different backgrounds, respect for diverse perspectives desired.

Salary:
Salary will be determined based upon current experience and relevance to the position.
