What You’ll Get to Do!
The Program Director will oversee program operations supporting the ORR (Office of Refugee Resettlement) Reunification Management program will liaison between MVM and the client to ensure proper implementation, policy compliance, and effective training and guidelines are in place for remote case management. The ideal candidate must be extremely well-organized, have great leadership and communication skills.
Key functions you will perform!
Responsible and accountable for overseeing the remote case management operations of the shelters and reunification process
Create, execute and manage quality control, budgeting and surge staffing plans
Act as a primary Liaison between the client and MVM and informs COR (contracting officer) of any issues or concerns related to the contract
Maintain liaison relationship with agency departments and officials
Ensure contract compliance by following regulatory standards and ensuring the program adheres to ORR policies and procedures
Responsible for ensuring the operational plans for each unit in the program are implemented in accordance with the contract
Plan the delivery of the overall program and its activities in accordance with the mission of the client
Coordinate both programmatic and financial elements of the services provided
Responsible for all reporting requirements of the Statement of Work (SOW)
Serve as the Subject Matter Expert (SME) for all program operations.
What you will need to have:
A Master’s Degree in social work (MSW) or equivalent (Education, Psychology, Sociology or other relevant behavioral science degree OR A bachelor’s degree in one of the aforementioned plus five (5) years of experience as the director of a residential child care program, residential youth program, or similar program for children and adolescents; or five years of progressive project management experience on projects demonstrating advanced levels of financial and managerial responsibilities
Previous ORR experience working as a Lead Case Manager or Sr. Case Manager
Experience in Post Release and/or Home Study Services supporting ORR
Strong understanding of human trafficking
Experience managing large pool of employees remotely
Strong communication skills, to include experience communicating with sponsors, UACs, etc.
Deep understanding of ORR policies and experience applying ORR policies as required. Skilled in implementing ORR policy changes across all requisite performance areas
Experience developing and executing surge staffing plans
Skilled in utilizing technical systems for scheduling, reporting, and analysis
Experience developing, executing, and maintaining budgets
Strong understanding of all aspects of UAC reunification and the key components needed for expedited reunification
Experience identifying areas in need of improvement and executing contingency plans as required
Ability to create and execute a strong quality control plan
Experience coordinating with high ranking officials and Government points of contacts
Experience working on Government contracts
Ability to review contractual requirements and goals and execute within stringent deadlines
Familiar with state licensing requirements as it pertains to ORR
Familiar with community care licensing as it pertains to ORR
Clean criminal background check
No Adverse Child Abuse/Neglect Report (CAN) or child protective services check
Preferred Skills:
Great organizational and communication skills
Local to the DC Metro/Ashburn, VA area
Clearance:
Applicants selected will be subject to a Government background investigation and may need to meet eligibility requirements for access to classified information.
Security Requirements:
U.S. Citizenship
Must have lived in the US at least three (3) of the past five (5) years
Ability to obtain/maintain a Security Clearance
Favorable credit check
