The Associate Director/Director, Vaccines Coverage and Access Policy will lead US policy development to drive access, uptake and sustainability of vaccination efforts for in-line and pipeline vaccine portfolios, as well as drive strategic initiatives on life-course immunization polices. The Director will also engage in economic, political, and fiscal research and analyses that will inform policy strategies and ensure policy efforts are integrated with and inform business objectives. Additionally, the Director will oversee the development of appropriate tools, publications and resources to support actionable strategies. The position will report directly into Sr. Director of Market Access & Policy.

Responsibilities

Develop and ensure effective, efficient execution of US policy and advocacy strategies to drive access, uptake and sustainability of vaccination efforts.
- Lead policy research and analysis to assess barriers and drivers to increasing access, uptake and sustainability of vaccination efforts.
- Have a thorough understanding of federal and state healthcare policy issues, including legislative, regulatory, and program management. Must understand how federal health care policies are established, implemented and enforced.
- Understand how public health and payer reimbursement policies impact sites of service (ie pharmacy, inpatient, outpatient, physician office, LTC, state/local health department-managed sites)
- Understand the complexities associated with the changing health care environment (i.e. ACA, OPPS, ACOs, PCMHs, Part D, Quality initiatives, Fee-for-Service vs. Managed Medicare/Medicaid).
- Represent company in relevant public forums and conferences related to vaccine policy and advocacy.
- Represent corporate in meetings with public stakeholders (e.g., meetings with Advocacy Partners, HHS/CMS staff, CMS HCPCS coding meetings, meetings with US Public health stakeholders, CMS and/or state Medicaid staff to discuss coverage, coding and payment policy, quality measures, customer one-on-one meetings, presentations at conferences, etc.) in coordination with appropriate internal and external partners
- Provide comments for Federal and State rule making
- Develop and support external stakeholder engagement plans to support policy and advocacy strategies ( advocacy mapping and engagement plan), in coordination with Medical Affairs team
- Align policy prioritization initiatives with clinical development and commercial brand planning
- Develop tools (e.g., talking points, policy briefs and position papers, policy evaluation frameworks, models, publications) and support capabilities for internal and external stakeholders.
- Work with new product development/pipeline to inform the development of policy strategies for pipeline vaccines in the pediatric and adult vaccine portfolio and identify strategic policy opportunities at the corporate level (e.g., BARDA).
- Manage vendors, projects and budgets related to vaccines policy and advocacy strategies.

Qualifications

- Bachelor's degree
- Master's or Professional degree in Public Policy (MPP), public health (MPH or MSPH), public administration (MPA), or economics, political science, or political economy (MA, MS), or law (JD) strongly preferred.
- At least five years of demonstrated success working in the public policy arena and/or government.
- At least one year working internationally or in a global context.
- Knowledge of health and immunization systems.
- Demonstrated ability to identify strategic priorities, bring together different internal stakeholders, and move an agenda forward to resolution and action.
- Identifying policy trends affecting public health and/or the vaccine industry and advancing policy solutions.
- Strong oral and written communication skills to influence and effectively lead internal and external audiences to desired outcomes.
- Academic background or career exposure to public health and health care highly preferable.
- Ability to work cross-functionally and be able to manage up, down and across for results that drive business growth.
- Ability to manage numerous, competing priorities under pressure and effective collaborative working and program management skills.
