WESTSIDE COMMUNITY SCHOOLS 909 South 76th Street Omaha, NE 68114 Position Available for 2021-2022 School Year: Assistant Superintendent for Human Resources & District Operations Directly Responsible to: Superintendent of Schools Purpose: Provide leadership in all personnel functions for the school district in such a manner as to enhance the performance and morale of district personnel, promote overall efficiency of the school system, and ensure that student learning and well-being is the primary focus. Basic Job Function: Serve as a member of the Superintendent's Council and Superintendent's Cabinet and share in the responsibility of implementing the District's vision and mission. The Assistant Superintendent will represent the Superintendent of Schools when needed at community functions, school board meetings, or local and state education functions. The Assistant Superintendent will perform the duties identified in the description and all other duties that may be assigned by the Superintendent. Education: Masters Degree in Educational Administration. Ed.D or Ph.D preferred.   • Plan the District's staffing, in cooperation with administrators, to assure the best use of District's fiscal and human resources, as well as to meet the needs and goals of the building and District.
  • Develop, direct, and oversee the process of; recruitment and selection, onboarding and orientation, employee services, engagement and retention, employee development, and employee separation. Ensure all processes meet regulations and law, as well as to promote staff diversity.
  • Assist the Superintendent and building staff in selection of new administrators and/or transfer of existing administrators
  • Prepare personnel recommendations and reports for the Board of Education.
  • Maintain close contact with all departments and schools in planning and anticipating certificated and classified personnel needs; participates and assists in job fairs for hard to fill positions and diverse candidates.
  • Develop job descriptions for new staff positions and coordinate the periodic review and revision of existing job descriptions.
Grievance Procedure, Staff Discipline, and Conflict Resolution

  • Investigate grievances and/or complaints from employees (e.g. sexual harassment, pay and/or assignment disputes, etc
  • Process recommendations for the discipline and/or termination of employees, assembling substantiating information, and arranging and conducting, as needed, conferences and hearings.
  • Manage grievances and cases which result in arbitration and mediation.
  • Provide counseling, as needed, to certificated and classified employees to resolve complaints and other matters relating to personnel management.
  • Counsel with employees to resolve complaints, concerns and other matters relative to personnel management, and work with supervisors on difficult or sensitive personnel matters.
  • Manage personnel litigation cases and direct resources in consultation with the Superintendent.
  • Facilitate communication between personnel, students, parents and/or the public for the purpose of evaluating situations, solving problems and/or resolving conflicts.
Collective Bargaining

  • Provide counseling, as needed, to certificated and classified employees to resolve complaints and other matters relating to personnel management.Develop and maintain a productive working relationship with collective bargaining groups to assure good employee relationships.
  • Direct the management of the district's collective bargaining agreements, including negotiations, evaluation, processing grievances, and supporting administrators in managing the collective bargaining agreements for all employees.
  • Assist in contract negotiations with certified bargaining units to arrive at a mutually satisfactory agreement including, but not limited to, wages, hours, working conditions, and contract language of employees represented by the bargaining units.
  • Serve as a member of the District's negotiation team; monitor adherence to all employee collective bargaining agreements; assist in the interpretation and implementation of collective bargaining agreements.
Compliance

  • Oversee all compliance issues including, but not llimited to, Title IX, Americans with Disabilities Act, Sexual Harassment, etc., supervise the preparation of all necessary state and federal surveys and reports, and oversee the development and distribution of all district policy and procedure manuals for the purpose of compliance.
  • Direct the employee background process and ensure that the District is in compliance with applicable state regulation.
Records

  • Oversee a system of personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leaves, promotion, discipline, demotion, prepare reports as required for state and federal governments.
  • Analyze comparative personnel data including, but not limited to, statistical and compenstation surveys and reports to guide Strategic Planning and future staffing directives.
  • Monitor and coordinate communication among Human Resources and Payroll with respect to position control for all staffing; serve as a resource to Payroll and in resolving staffing issues and concerns.
  • Establish and maintain a system of central personnel record keeping for all employees.
  • Oversee benefits administration and program reviews, including the District's health
General Admin & District Operations

  • Attend School Board meetings and serve to actively improve communication, cooperation, and planning between the District and the Board of Education.
  • Supervise all work of, and evaluate all members of, the Human Resource Department.
  • Seek and attend professional growth to maintain current knowledge of human resources and to remain up to date on changing laws and regulations.
  • Champion, promote, and increase social justice, diversity, and multiculturalism practices and awareness through the implementation and support of opportunities and policies for all Westside Community Schools employees and students.
  • Evaluate and supervise assigned principal, coordinators, or directors.
  • Serve as a lead member of the Emergency Operations Team.
  • Communicate with administrators, personnel, service providers, public agencies, attorneys, insurance companies, and other outside organizations to coordinate activities, resolve issues and conflicts, and exchange information.
  • Assist in the preparation and communication of documents and statements regarding matters impacting Westside Community School employees, including school and work year calendars, and ensure policy and procedural changes that impact employees are widely communicated to affected stakeholders.
  • Assist the Superintendent, as directed, in presenting the personnel programs and needs of the District to the Board of Education for the purpose of providing information and making decisions.
  • Ensure the accurate interpretation of District policies and contracts pertaining to personnel (e.g. Board policies, employee contracts, collective bargaining agreements, etc.) for the purpose of following consistent and agreed upon practices.
  • Participate as a member of the District Leadership Team and Superintendent's Cabinet for the purpose of providing and receiving information and making decisions.
  • Present information to school board, staff, parents, community members, etc. for th epurpose of conveying information regarding personnel services.
  • Provide technical advice and assistance with personnel matters for building principals and management staff for the purpose of providing professional support and ensuring consistent and accurate personnel practices.
  • Supervise the development and revision of procedure manuals for the purpose of providing accurate and effective personnel services.
  • Develop, implement, and maintain personnel practices that assist inthe dynamic needs of remote/virtual teaching environments.
  • Assist with levy over-ride and school bond intiatives.
  • Assist with Bond Oversight Committee and facility planning/upkeep.
  • Assist with communications and public relations department.
  • Additional duties as assigned by the Superintendent of Westside Community Schools.
Expected Knowledge, Skills and Abilities:

  • Knowledge of national, state and local educational goals and objectives
  • Knowledge of statutory and regulatory requirements in area of responsibility
  • Knowledge of current human resource trends, methods, research and technology
  • Knowledge of and experience with personalized learning, blended learning and customized learning, and integration of instructional technology
  • Ability to interpret and implement laws, rules and policies
  • Ability to supervise and evaluate staff
  • Ability to plan and present information to a variety of audiences
  • Ability to facilitate various size groups using collaborative leadership skills
  • Ability to collect, analyze and interpret data
