POSITION INFORMATION

Under the direction of the Financial and Operations Manager (FOM) and in consultation with the Assistant Dean and Chief Financial and Administrative Officer (CFAO), functions as the primary Contract and Grant Analyst for the Graduate School of Education. The incumbent is responsible for administering all pre-award and post-award contract and grant support to both the faculty and programs within the Graduate School of Education. The incumbent will also work in conjunction with the GSOE Director of Development for proposals submitted through the Foundation to ensure all contract and grant proposals are submitted per agency guidelines and in accordance with UC and UCR policies. The incumbent must ensure proposals are routed for approval per UCR timelines in order to meet agency and foundation submission deadlines. The incumbent is responsible for gathering data to complete all agency-specific forms. The incumbent will also provide financial budget management, payroll/personnel and purchasing review and back-up transactional post award support for the GSOE's research and foundation awards. The incumbent will provide high-level fiscal analysis, resource analysis and contract and grant expertise to research projects within the Graduate School of Education. Provide high-level administrative and technical support for the contract and grant application process and the post award administration of funds. Incumbent also serves in a strategic role by collaborating with PIs and center Directors on fiscal and administrative matters. The budgeted hiring range for this position is between $75,00 to $85,000.

MINIMUM REQUIREMENTS

Ability to perform complex financial analysis and customized reporting.
Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
Ability to manage significant volume of transactions.
Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines.
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Maintains current knowledge of compliance regulations in all areas of research administration.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
Demonstrated knowledge of effective grant funding processes, procedures and techniques.

PREFERRED QUALIFICATIONS

Experience with UCR's on-line financial, payroll and purchasing systems.

Knowledge of UC and UCR policies and procedures.

Demonstrated experience in higher education with contracts and grants administration and fiscal budgetary management.

Experience with the preparation, submission, and financial management of federal grants (e.g., DOE, NIH, NSF).
