JOB TITLE: Facilities Planner - I MEF G4

PROJECT OVERVIEW:

I MEF G-4 Logistics Section provides integrated communications planning, coordination, control, and management for all communications and information systems within I MEF in order to maximize operational support, combat readiness, and sustainment. Assists and advises the I MEF commander in matters pertaining to operational communications support to I MEF forces.

JOB DESCRIPTION AND RESPONSIBILITIES:


- Assist in the implementation of the Shore Facilities Planning System (SFPS), following applicable Navy and Marine Corps directives

- Assist in the development of I MEF Facilities Planning Documents (FPDs) to help determine planning actions to eliminate facilities deficiencies and surpluses

- Review and update of the Facilities Requirements Plan Summary (FRPS)

- Assists in the coordination of future MILCON projects

- Assist in the development of the annual construction programs for I MEF funded military construction, minor construction, repair, housing and Non-Appropriated Fund (NAF) projects

- Development of recommendations for command level review of annual construction programs using SEPS findings, annual Facility Support Requirements (FSR), and liaison with station departments and tenants

- Development of project documentation for program submittal such as DD139Is, Facilities Studies, Site Approvals, National Environmental Policy Act (NEPA) documents, Economic Analyses, and Cost Estimates

- Consult with the I MEF G-4 Engineer Officer and liaison with Marine Corps Installations-West, Public Works Offices, Area Maintenance Coordinators, and adjacent and subordinate units across the region

- Assist in the preparation of point papers and reports, to include supporting documentation (e.g. Facilities Studies, Site Approvals, Environmental Assessments, Economic Analyses and Cost Estimates) in order to assist in defining, evaluating and recommending alternatives for supervisors review and action.

- Deliver the San Onfre Nuclear Generating Site - Mesa (SONGS-MESA) transition report

- Assist in technical and functional review of project plans and designs to ensure that projects satisfy planning criteria and mission requirements, as well as, budgetary and other regulatory restrictions

- Assist in updating, consolidation, and coordinating project schedules provided by others

- Assist in providing technical guidance toward the preparation of planning studies contracted by others (e.g. EFD), such as Master Plan and BEAPs, traffic and parking studies, NEPA documents, and archaeological studies

- Coordinate and develop I MEF's input for annual Facilities Sustainment, Restoration, and Modernization (FSRM) Charter. Annual forum addresses current/future facilities requirements IOT achieve/sustain campaign plan

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Secret


- US Citizen

- Secret Clearance

- Bachelor's Degree (6 years' additional work experience may be substituted for a Bachelor's Degree. Associate's degree plus four (4) additional years' experience may be substituted for a Bachelor's Degree)

- Minimum of 4 to 10 years of experience.

- Strong communications and presentation skills

DESIRED SKILLS AND QUALIFICATIONS:


- Working knowledge of computer aided design (CAD) systems, Geographic Information System (GIS) and program management tools such as Time Line

- Experience utilizing planning and engineering principles as they relate to facilities, community, and land use planning

- Technical expertise in site development, facility lay-out, utilities systems, circulation, operations, cost estimation, and construction permits

- Knowledge of Marine Corps organizations and missions and the organizational functions of a Facilities Management Department

- Knowledge of Navy and Marine Corps directives pertaining to planning issues, programming of facilities requirements, (including knowledge of funding methods for facilities project accomplishment), and environmental programs

- Knowledge of the Navy and Marine Corps Shore Facilities Planning System and support requirements for station supported units

WORK LOCATION: Camp Pendleton, CA
