Background: PKL Services will be providing contractor Intermediate Level (I-Level) maintenance in support Fleet Readiness Center Southwest (FRCSW) Detachment (DET) at Naval Base Ventura County (NBVC), Point Mugu, CA. PKL employees at this site are subject to a Union/Collective Bargaining Agreement (CBA) regarding employment terms and work rules.
The most important PKL Services objective is to provide correct, safe and timely maintenance on aircraft engines, engine modules and other equipment in support of fleet requirements. All work performed by PKL Services shall be accomplished in accordance with applicable publications, technical directives, instructions, standards, and procedures contained in pertinent manuals utilizing blueprints, drawings or schematics as provided by FRCSW DET, Point Mugu through the Contracting Officer's Representative (COR).
PKL Services will be providing skilled artisans in maintenance support of:
· T56-A-425/427 Engines
· T56-A-425/427 Modules
· QEC Structural Repairs
· Repair and Management of Precision Measurement Equipment (PME)
· Logs and Records management of aircraft and components

Note: This site has entered into an agreement between District Lodge No. 725 International Association of Machinists and Aerospace Workers, AFL-CIO, referred to as the "Union", otherwise known as a Collective Bargaining Agreement (CBA).

Job Title:
T56-A-425/427 Engine Mechanic II (Electrician)
Duties and Responsibilities:
Shall perform duties related to the T-56 engine maintenance such as:
1. Removes, installs, inspects, repairs, and modifies T-56 engines, QECs, engine modules and other components.
2. Disassembles and assembles engines adhering to prescribed procedures.
3. Provide troubleshooting, modification and repair of complex electrical systems, components and accessories on the T56-A-425/427 engine. Perform final functional and operational testing of these systems.
4. Act in daily compliance of all safety and tool control instructions.
5. If required, perform unscheduled engine or QEC maintenance in addition to hourly, calendar, phase and conditional inspections as required by maintenance requirement cards.
6. Analyzes, interprets, and recommends maintenance actions based on unscheduled engine removals and engine monitoring system data (if system is available).
7. Degree of engine repairs shall be limited to that authorized by the appropriate Navy Engine TYCOM and government provided publications.
8. This mechanic shall conduct all disassembly, assembly, and testing of engine, QEC, module, and assembly IAW all applicable intermediate maintenance and/or overhaul technical manuals.
9. Prepares engines and or QECs for installation, storage, or transportation.
10. Tests components using bench mockups and test equipment.
11. Installs and removes engines on test stands, and operates, evaluates, and performs test stand functions on engines. Accomplishes operator maintenance on test stands.
12. Inspects and maintains engine ground SE. Operates and performs operator inspections on related SE.
13. Selects, uses, and cares for special tools, hand tools, and test equipment. Uses and disposes of hazardous waste and materials.
14. Ensures that engine cleaning, as required, is done in accordance with engine specific maintenance manuals or instructions.
15. Ensures that replacement parts, material, equipment, and accessories used in the repair of the engine or engine components shall only be those authorized by the Government in Government approved publications provided by the Government.
16. Any and all other duties as directed by the Program Manager/Site Manager.
Required educational/skills background:

1. High school diploma or equivalent.

2. Must be authorized to work in the U.S.
3. Must be familiar with all publications relevant to the maintenance of the T56A-425/427 engine appropriate to the assignment and have a thorough practical and theoretical knowledge of the equipment/systems.
4. Working knowledge of the CNAFINST 4790.2 series, applicable Naval Aviation Maintenance Programs Standard Operating Procedures (NAMPSOPs) and local NAMPSOP instructions.

5. Individuals released from military service with other than "Honorable Discharges" do not meet minimum qualifications.

6. Must acquire and maintain all Support Equipment licenses that are required to perform daily tasks.
7. Must be able to maintain base access and government IT access.
8. All Contractors are required to have a Common Access Card (CAC) and shall be required to pass the equivalent of a trustworthy National Agency Check plus, Written Inquiries with Credit Check (NACI).

Experience Requirement:
1. Six (6) years of US Navy/USMC/USCG "O" or "I"- Level CNAFINST 4790.2 Series aircraft maintenance support experience.
2. Shall have completed any Type Model required series aircraft Navy Skill Specialty Class "A or C" school in electronics or avionics systems, (USMC/USCG equivalent school acceptable).
3. If item #1 is not available, then candidate will need to provide an acceptable completion certificate or Certificate of Training in an aircraft related electrician/avionics course/school (ex: A&P licensed with ability to demonstrate electrical troubleshoot
skills and wire diagram analysis).
4. Applicant will be required and must have the technical ability to qualify as an electrical/avionics Collateral Duty Inspector (CDI) within his first 90 days of employment.
5. Must possess knowledge of the learning process and how to transfer technical knowledge to less qualified personnel, including the ability to express thought in both oral and written communications.
6. Shall be a U.S. citizen and be able to read, write and understand the English language.
7. Must have and maintain a valid State Driver's License if the use of a government vehicle is required with billet.
8. Federal Aviation Administration (FAA) licensing of contractor employee technical proficiency is not required.
9. TDY travel may be required on occasion.
Physical Demands:
This position requires normal physical functions. Work may require frequent bending, reaching and climbing. May frequently lift and carry items weighing up to 20 pounds and occasionally lift heavier items with the assistance of other workers.
Work Environment (ADA):
May be required to work in areas in or near a hangar/ flight line that may be noisy at times. May be exposed to moderate discomforts, such as heat, cold and wind. May be required to wear personal protective equipment when in or passing thru a hazard area.

· The noise level in the work environment is usually moderate.
