Job Summary

The mission of Information and Technology is to create and support an information technology environment that enhances the ability of the UC Davis community to teach, do research and provide public service. In support of the University's mission, IT will deliver an infrastructure of technological services appropriate to the requirements of the campus community.

The IT Enterprise Applications Department delivers reliable business solutions and services to operational and clinical departments in support of staff, faculty, students, and patients at UC Davis Health. The department leverages partnerships within IT, Human Resources, Finance, Patient Care Services, Hospital Operations, Supply Chain, Compliance, Contracts, and other divisions to optimize operational effectiveness. Enterprise Applications implements, upgrades, and supports technology solutions and redesigns business processes to optimize business applications and accessibility of corporate data to empower decisions that impact the overall operations of the organization. The department provides technical services to implement and maintain business applications in support of the organization s mission to provide clinical care, research, education, and community engagement.

Reporting to the Information Systems Manager of the HR & Payroll Applications unit, the Information Systems Supervisor 2 is responsible for supervising project managers, business analysts, and other project staff and the associated programs, projects and key IT initiatives. This position will interact with all levels of IT and organization management and staff in the performance of duties and will work with a high degree of independence and decision-making. Areas of responsibility will include high visibility, complex enterprise-wide programs and projects. Initiatives include the assessment and management of projects related primarily to Human Resources, Finance, Payroll, Supply Chain, and Clinical applications for the entire Enterprise, and may include both vendor-supported and custom applications. Applies best practices to manage programs and projects including project initiation, requirements gathering, analysis and design, development and configuration, testing, and deployment. Identifies risks, issues and/or opportunities and responds accordingly.

Supervises staff to assure accountability and stewardship of department resources (operational, data, financial, and human resources) in compliance with departmental goals and objectives. Facilitates resolution of employee issues and conflicts, interprets policies (e.g., fiscal management, HR, contracts and grants, resource management in defined areas). Consults policies and procedures to take appropriate actions. Recommends changes to department policies and practices

REQUIRED:

* Bachelor s Degree or equivalent combination of education and work experience.

* Relevant PM Certification or education (PMP or equivalent).

* Experience working remotely and managing remote teams.

* Experience with mentoring/training staff.

* Extensive project planning, leadership and analysis experience with significant advanced experience as a Project Manager independently leading large-scale IT projects.

* Skills to manage and lead diverse groups, peers, vendors and a wide variety of technical and non-technical staff at all levels in a highly matrixed environment to meet project milestones and schedules.

* Demonstrated experience with process analysis, systems analysis, process architecture, and various SDLC methodologies and practices.

* Skills to create and manage schedules and capacity to manage multiple activities, priorities, and maintain productivity.

* Skills to analyze complex information or problems in an objective manner.

* Skills to analyze data from multiple sources, conduct research and perform analysis of complex information.

* Demonstrated effective writing skills to produce clear and concise documentation.

* Experience working with vendor agreements, contract terms, scope of work, and invoice processes.

* Detailed knowledge of Microsoft Project or other project management tools.

PREFERRED:

* Academic institution or large integrated health system experience.

* Knowledge and understanding of University of California policies and procedures.

* Experience with Human Resources, Financial, Supply Chain or Administrative applications.

* Working knowledge of technology-related initiatives and an understanding of impact to the organization.

* Experience in a PMO environment and supporting project portfolio management.

* Strong foundational knowledge of applications and infrastructure technologies (servers, storage, databases, etc).

* Experience with system interfaces.

* Experience with integrated multi-vendor applications.

* Experience leading projects with contractors/consultants.

* Experience with Request For Proposals (RFPs).

Special requirements / Certifications:

* May be required to work outside traditional business hours to meet critical needs of the organization.

* Must pass a background investigation.

* Able to work remotely and utilize standard remote work tools and technology to perform position s responsibilities.

* May be required to attend training specific to the applications supported.

* May be required to work extended and/or flexible hours as needed to meet operational objectives.
