The National Security Program Office provides strategic and programmatic leadership for ORNL National Security Programs. This position is to increase Oak Ridge National Laboratory's (ORNL) science contributions and program development across the national security community. With a primary focus on program execution and sponsor relationship management for cyber resilience programs, this position will enable matching mission requirements and ORNL capabilities, facilitating funded project execution, and related program development of cyber resilience programs. This position is will apply sound program management principles to cyber resilience programs which align with the overall goals of the National Security Sciences Directorate.


Major Duties/Responsibilities:
- Working with assigned line management to identify needed facilities, equipment, and expertise to be able to respond to changing capability needs
- Develop and communicate sponsor's current and emerging challenges, capability needs, and funding opportunities to inform ORNL staff as appropriate
- Leading and supporting establishment of ORNL's thematic strategy related to the program's scope and communicating the strategy to staff
- Identification of funding opportunities and retaining existing opportunities for R&D staff to support the sponsor
- Coordinating sponsor contacts by Laboratory staff
- Interacting with sponsors and providing knowledge of key sponsor needs/requirements back to R&D staff
- Administering proposal preparation and submittal process for ongoing and new projects
- Advocate thematic initiatives and thrust areas with assigned sponsors, representing ORNL where appropriate in outreach efforts, participating in meetings, and coordinating with ORNL leadership and researchers for engagement with NSP agencies
- Communicating and supporting strategies for the creation, protection, and use of intellectual property
- Work with assigned line management, and capability leads in the execution of laboratory funds to enhance national security capabilities at ORNL
- Communicating commitment to ESH&Q and security requirements
- Communicating program requirements to all team members, ensuring requirements are known and met
- Administering financial and programmatic reporting aspects of ongoing projects
- Ensuring products and services meet customer needs
- Facilitating collaborations and teamwork with other ORNL organizations


Qualifications Required:
- A Master's degree in a national security related discipline, or a Bachelor's degree in related operational research field
- Ten years' experience in program development, research and development, and business development, or an equivalent combination of education and relevant experience in national security related activities
- Working knowledge of national security research thrust areas and strategies, and general comprehension of leading-edge research/scientific capabilities
- Successful experience in the management of research programs, in a defense or national security mission space, such as cyber security, computing, advanced materials, and/or chemical, biological, nuclear or WMD
- Demonstrated expertise in strategic planning for program development to support national security missions is required
- Successful applicant must be fluent in English and possess superior interpersonal, verbal, and written communication skills, along with an ability to work effectively adapt to management of competing program priorities
- This individual must possess considerable initiative, artful organizational skills, and the ability to drive convergence and resolution to challenges of substantial importance to ORNL and the National Security community
- This position requires demonstrated skills and experience in complicated multi-organizational research, development and demonstration programs and requires the capability to work with researchers and engineers at all experience and educational levels
- Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment

This position requires the ability to obtain and maintain a Sensitive Compartmented Information (SCI) clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program. In addition, due the SCI, you may be also be subject to random polygraph testing.


Qualifications Desired: Eight to twelve years of National Security work experience.
