On behalf of the Director of the Ohio Department of Public Safety (ODPS) & the Executive Director of the division of Emergency Medical Services (EMS), serve in a fiduciary capacity as the Assistant Director of EMS (e.g., develop, analyze, & implement policies, guidelines, & procedures for EMS operating procedures & implementation of applicable laws, rules, & regulations; assist with oversight & direction of the activities of the section chiefs; serves as liaison between the Division & other state agencies; serve as advisor to Executive Director in representing the division on all EMS matters); Provide information on EMS programs, activities, & policies to private organizations, government officials & general public; Assume responsibility & authority in Executive Director's absence; Maintain ongoing relationship, communications & problem solving activities among EMS stakeholders at both state & local levels; Assist Executive Director with the establishment of a strategic operating plan that incorporates anticipated technological & regulatory changes; Identify short & long term goals for the Division consistent with those of the Emergency Medical, Fire, & Transportation Services (EMFTS) Board & the mission of the department; Advise Executive Director on efficient allocation of all area resources (e.g., staff utilization, budget allocation, proper application of technology & equipment); Assist with establishing quality standards & measures by developing information systems which provides data depicting performance; Ensure information monitored complies with Division performance standards; Supervise subordinate exempt personnel (e.g., provide developmental opportunities, coach staff to foster development, evaluate performance, recommend section staffing levels, recommend discipline); Utilize quality initiatives as part of routine operations; Through meetings, correspondence & reports, keep Executive Director informed of the status of EMS activities around the state.
Oversee & manage activities regarding trauma system development and maintenance; Serve as staff liaison to the trauma committee & as liaison to other state agencies & private organizations (e.g., OSTNL, AOTR, etc.) on matters related to trauma; Participate in regional trauma system meetings as requested; Establish a network of peers in other state trauma systems to illicit ideas & benchmark best practices for use in improving Ohio's trauma system; Perform outreach to Ohio's trauma & non-trauma hospitals to ensure participation in OTR data collection; Serve as advisor to the Executive Director, EMFTS Board & ODPS on trauma care & trauma system issues; Ensure that the EMS trauma operations & grants & research remain compliant with applicable federal & state laws, regulations & guidelines & are consistent with the division & Board strategic & operating plans; Collaborate with EMS agencies & trauma centers to ensure that EMS providers know specific hospital trauma verification levels; Assist with analysis of data from the trauma registry for the purpose of formulating program policy and creating detailed annual reports; Facilitate, development and implementation of a trauma system strategic plan by the trauma committee; Oversee rules & rulemaking review relative to trauma reports, protocols & the trauma registry; Identify and assist with acquiring grants to support trauma system initiatives; Ensure continued participation & compliance with federal trauma system development initiatives (e.g., federal grants, & education efforts).
Oversee records retention for the division (e.g., develop policies & procedures for accurate & timely collection & storage of records for the Division &/or State EMS Board; ensure compliance with Ohio Public Records laws & all other ODPS directives, oversees appropriate & timely distribution of records requested by the public); Write & deliver speeches before groups regarding EMS programs; Resolve complaints & most complex administrative & operational problems related to EMS functions; Perform other related duties as assigned.
Preferred Qualifications: Experience with Fire & EMS service.
