Description

Eagle Harbor Solutions is looking for an experienced Program Manager with experience and knowledge of DoD financial management and financial management systems. The PM shall provide financial management system monitoring and support oversight, to include technical, administrative, and professional services for the purposes of sustaining operations for the DAI user agency community. This program covers Tier 1 DAI Help Desk Support, OBIEE/Advana Report development, System Process Improvement efforts, Budget Formulation Tool Support, System User Management, Communications, DAI and Hyperion Training, SIT/UAT Testing, data reconciliation, vendor pay, technical writing and special programs.  This program operates from two different locations with the primary location of the PM at the Mark Center and a small team at the Suffolk Building in Alexandria, VA.

Essential Functions, Responsibilities & Duties may include, but are not limited to:


  • Management of FTE’s including but not limited to recruitment, interviewing, mandatory training, performance improvement and various administrative functions. 

  • Sub-Contractor relations and invoice management.

  • Additional hours may be required during peak operating periods such as fiscal year end close.  Work on 30 September is mandatory.

  • Provide Lifecycle Project Management throughout the contract’s period of performance.

  • Update and maintain an established Integrated Master Schedule (IMS) that reflects all tasks required to complete this effort, including both Contractor and Government tasks. Schedule includes manning a 12-hour DAI Tier 1 Help Desk between the hours of 6:30AM to 6:30PM.

  • Update and maintenance of configuration documentation.

  • Update and maintain the Quality Control Plan to be used to manage ongoing quality control activities.

  • Oversee Workforce Management Support providing, at a minimum, newsletters (internal and external), preparing questionnaires, along with questionnaire follow-up reporting, development and coordination of communication events, develop supervisory briefings, support customer focused administrative activities, and assist in staffing and hiring support planning with relevant stakeholders.

  • Oversee process improvement efforts including recommendations and development.

  • Oversee Robotic Process Automation efforts.  Assist in all aspects of discovery, requirements gathering, implementation, and sustainment.

  • Coordinate projects and their interdependencies.

  • Define the program governance (controls).

  • Ensures conformance with program task schedules and costs.

  • Maintains and manages the client interface at the senior levels of the client organization.

  • Manage and utilizing resources across projects.

  • Manage quality control of the contract deliverables.

  • Manage risks and issues and taking corrective measurements.


 
Position Requirements

Work Experience, Knowledge, Skills & Abilities:


  • Candidates must be a U. S. Citizen with an active Secret Clearance.

  • Must be fully fluent in MS Office applications, including Outlook, Word, Excel and PowerPoint.

  • Must have DAI experience.

  • Minimum of five (5) years of experience overseeing DoD programs.

  • Minimum of three (3) years working in DoD business operations environment.

  • Project Management Professional (PMP) or Certified Defense Financial Manager (CDFM).

  • Minimum of ten (10) years of experience in the following:

    • Lifecycle Project Management

    • Schedule Management

    • Configuration Management

    • Quality Control

    • Workforce Management Support

    • Enterprise Resource Planning (ERP)

    • DoD process improvement and project management

    • DoD legacy and interface systems

    • Knowledgeable in DoD financial management and accounting systems, regulations, and publications



Education:

Bachelor’s degree from an accredited university in a related field is preferred.

Office Location:

Mark Center, Alexandria, Virginia.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time.  The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.  The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

Travel Requirements Location is Alexandria, Virginia. Occasional travel within the metro area may be required
