We are hiring! Atkins seeks a Traffic Management Center - Operations Manager to join our team in Orlando, FL. This role will provide Project Management and Supervisory experience in a Traffic Management Center or similar operations facility. This position will require on-call status during non-working hours, when needed. The Project Management duties consists of all work necessary to provide the general management and oversight of QA/QC of the Traffic Center operations.

How will you contribute to the team?

• Responsible for general oversight and management of all aspects of the contract.


• Responsible for project QA/QC and for all consultant staff working at the Traffic Center.


• Meeting with Personnel regularly during the course of this project to discuss general progress and direction of the Traffic Center operations.


• The RTMC Manager may be asked by department to interface with representatives of other agencies/organizations on issues related to the Traffic Center operations.


• Shall provide for the complete and proper employment, training, scheduling, and oversight of the Traffic Operations Center. This shall include accommodating vacations, sick leave, and other absences of all personnel by providing adequate training and on-call personnel.


• Coordinate and be the voice for all other sub-consultant(s) (if applicable) working as part of the consultant’s team or as a joint venture for this contract.


• Maintain records and documentation as directed to support the overall operations at the Traffic Center.


• Prepare and submit monthly invoices and progress reports in accordance with the contract requirements.


• Provide adequate staff and resources for all tasks and activities throughout the duration of the contract, including during State emergency or standby conditions (e.g. 9/11/01, Hurricanes, Fires, Daytona race events, etc.)


• Responsible for the proper level of staffing as required by the department at all times.


• Responsible for the hiring and training of the operators and certification process documentation.


• Performs shift scheduling to ensure adequate staff coverage of Freeway and Arterial systems.


• Recommends changes, reviews progress, and approves work products for the TMC team.

What will you contribute?

• Experience with SunGuide Software to manage, monitor and control ITS devices.


• Minimum of five years of related project management and supervisory experience and a minimum of 3 years’ experience in a Traffic Management Center or similar operations facility. 


• Maintenance and Inventory Management System (MIMS), Maintenance and Inventory Mobile Application (MIMA), Road Ranger Mobile Application (RRMA), Road Ranger Management Portal (RRMP), IVDS/Traffic.net, Express Lanes Software, FLATIS, performance management tools, and a local data warehouse.


• MIMS includes the MIMA.  The MIMA allows Technicians to remotely communicate with SunGuide in near real time allowing the exchange of data related to trouble tickets, preventive maintenance tickets, GPS receiver position data (from the Technician’s laptop) and parts inventory.  The MIMS and MIMA are fully compliant with SunGuide software.


• RRMA is an application that allows Road Rangers to populate Sunguide Event Management information remotely, via their laptops or tablets.  The software also reports Road Ranger position information. RRMP is a subset of RRMA.  It allows a manager to oversee Road Ranger activity without reporting their location. 


• RRMP also allows the manager to assign different Road Rangers to events if the manager deems that appropriate. The IVDS/Traffic.net distributes live motion CCTV camera video feeds from District 5 using the existing internet.  The Traffic.net converts the source of the high bandwidth video images (MPEG) to an industry standard “MPEG-4” format allowing high quality viewing through existing internet connections.   


• The IVDS/Traffic.net solution requires authorized users to sign into a secure website, which enables them to select a specific CCTV feed or a tour of CCTV feeds.


• Express Lanes Software sets toll rates based on traffic conditions collected by field devices, posts messages on DMS, and communicates with Florida’s Turnpike Enterprise Back Office for collections, violations, and customer service functions.


• Solarwinds Network Performance Monitor is a COTS software that monitors network device for alarms.


• FLATIS is a software that connects Sunguide to the Department’s social media accounts, creates a data feed for 3rdparty applications, 511, and FL511.com.


• Bachelor's degree in related field. Without Bachelor's degree, twelve years relevant experience (e.g., experience in a traffic operations center, supervisory experience (such as hands-on supervision, performance management, handling disciplinary/personnel issues, staffing/interviewing scheduling, and coaching/training).


• Must be proficient with Microsoft Office.
