Major Duties and Responsibilities:

Under direction, manages project(s) within the Ohio Department of Job and Family Services (ODJFS) Office of Workforce Development (OWD), that cover all phases of project management (i.e., Integration Management; Scope Management; Time Management; Cost Management; Quality Management; Human Resource Management; Communication Management; Risk Management; Procurement Management), with activities and responsibilities involving organizations/entities external to ODJFS, whose primary stakeholders are executives and/or local political organizations/individuals (e.g., United States Department of Labor (USDOL); Ohio Department of Rehabilitation and Corrections (ODRC) and other state agencies; Federal, State, and Local Workforce Development Boards): manages assigned project(s), including preparation of grant applications for discretionary awards available from federal, state, non-profit, or other funding sources; works directly with ODJFS executives, USDOL, ODRC, and Workforce Development Boards responsible for service/product delivery; focuses on coordination of projects with other services/projects; interprets federal and state laws and regulations to ensure compliance; markets benefits of project to executive management of stakeholder organizations; reviews and interprets policy and procedures and recommends modifications; establishes procedures/guidelines for monitoring project and compliance with federal and state regulations; develops or directs development and implementation of planning document(s) (e.g., resources; specific assignments); attends stakeholder meetings, serving as agency representative for projects in public forums (e.g., focus groups; other state agencies; county agencies; federal government; legislature); implements and coordinates project phases; participates in the selection of subrecipients and contractors to complete project-related activities; coordinates tasks or subprojects with subrecipients, contractors, and stakeholders; interviews stakeholders to determine needs and expectations, documents findings, and maintains regular contact with stakeholders to obtain feedback related to integration efforts and service delivery; manages and negotiates change (e.g., cost; assignments; objectives) within project; determines need for division of given project into subprojects and distribution of work for subprojects (e.g., outside source) and oversees activities conducted within each subproject; defines project requirements, quality standards, and timelines; determines and evaluates risks that may affect project; defines specific activities to be performed to produce project deliverables; evaluates deliverables and ensures project is ready to move on to its next phase; addresses any problems found in testing/piloting; ensures scheduled time frames are met; provides regular progress reports to OWD/ODJFS executive management; determines and allocates resources, monitors expenditures, and assists in budget planning; oversees implementation of project objectives.

Researches, communicates, and oversees performance metrics and program reporting requirements for assigned projects; reviews program and performance report accuracy and timeliness; identifies data anomalies and implements corrective actions; recommends computer system upgrades to capture and report required data elements; coordinates with ODJFS Office of Information Services (OIS) or external contractors on the development and testing of system upgrades including budget/cost management; assists in implementation of data sharing with external organizations including establishment of data sharing agreements; provides technical assistance to subrecipients, partners, contractors, and stakeholders to enhance project data quality and improve performance metrics.

Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and/or workshops on related topics; operates personal computer and applicable software applications to produce correspondence and reports; maintains logs, records, and files).

Preferred Qualifications: 

Proven external partnerships with other state agencies

Prior experience with Grant Agreements/Sub Awards, Budgeting & Fiscal matters

Success with conflict resolution    

Minimum Qualifications:

Successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects; 12 mos. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation).

OR 

At least 4 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

OR 

At least 12 mos. exp. as Project Manager 1, 63381 or IT Project Manager 1, 63384.

OR 

The equivalent of Minimum Class Qualifications for Employment noted above.
