Job Description:

Arcadis is seeking an experienced GIS Specialist. This is a mid-level position to assist in the planning, development, designing, evaluating, implementing, and analyzing of applications and data products for the North Carolina Department of Transportation, Mapping Section.

This position is to work with the NCDOT Mapping team by providing full-time on-site GIS support. The scope of the work will focus on building GIS databases; acquiring, building, or linking to spatial data; performing spatial analysis; providing analytical support on various transportation mapping publications and maintenance products; application/product development; Python, Arcade, and model builder scripting.

Major duties include:


  • (50%) Provide the Mapping team with technical expertise for conversion of its products from ArcMap to ArcGIS Pro. Evaluate and test ArcGIS Pro software functionalities, usability, performance and make recommendations on conversion procedures for production mapping products. Research and report the known issues and work-around procedures. Determine spatial analytical methods and best practices for managing production mapping products.in ArcGIS Pro. Document findings and recommendations in reports and user manuals.
  • (30%) Support publication and maintenance of Mapping Section products to the Department's ArcGIS online (AGOL) web map portal. Using best cartographic practices, develop web products that support maintenance of the State's transportation system through user-friendly web maps, dashboards, and portals. Develop structured processes to maintain and update published web products through the building of GIS databases; acquiring, building, or linking to spatial data, and utilizing AGOL or other GIS functionality to streamline publication.
  • (10%) Prepare and maintain proper project documentation in accordance with organizational standards. Duties will include providing input to project requirements, helping develop schedules, helping with meeting notes, and generating manuals when required.


  • (5%) Maintain an understanding of current geospatial technology in terms of software, hardware, programming languages and GIS methods. Knowledge is relevant to assigned duties, possible future duties, and overall organizational functions.


  • (5%) All other GIS Unit related tasks as assigned.

This position is assigned to the OPM Unit. It is a GIS Specialist position specializing in GIS technology with a strong understanding of GIS database management, production mapping, GIS data creation, and web mapping.

Key Attributes


  • Knowledge of GIS principals, theories, and practices.
  • Proficiency with Esri suite of software products including ArcGIS Pro
  • Knowledge of ArcGIS Online and Arcade scripting language
  • Knowledge of GIS data and database management
  • Knowledge of spatial analysis procedures
  • Knowledge of cartographic/mapping procedures and annotation
  • Knowledge of Linear Referencing Systems data management methods
  • Proficiency with Python scripting
  • Knowledge with Esri ArcPy site-package
  • The ability to work within activity schedules from high level requests
  • The ability to work proficiently with minimal daily guidance
  • The ability to communicate efficiently in oral and written forms

Required Qualifications


  • Bachelor's degree in the area of GIS, Geography, Computer Science, IT, Environmental Science or similar, or relevant experience/qualifying certification,
  • 2 or more years' post-graduate experience in technology/visualization software, or relevant experience/qualifying certification,
  • Substantial progress made toward achieving relevant vocational qualification(s) (i.e., GIS certification)
