Overview:

SOC is recruiting for an Armorer/Range Master Instructor at the rank of Lieutenant for our Livermore, CA location.

The Armorer/Range Master will manage the accountability and protection of firearms, munitions, communications equipment, and related assets. Performs general maintenance; repair and rebuilding of all provided weapons systems, as directed, to include semi-automatic pistols and rifles.   

Qualified PF Armorer, Range Master may serve as PF Supervisors as requested, but only on an over-time basis and outside the full-time work as PF Armorer/Range Master/Instructor.

Responsibilities:

• Ensures all Federal, DOE, SNL/CA, Manufacturer specification and qualifications, and SOC armory/firearms/munitions requirements are achieved and regulatory requirements followed.


• Instructs on weapons handling, training, and qualification. Conducts off post training for SPO's, Supervisor, and CAS Operators.


• Ensures ESS weapons and equipment have engineering controls in place; ensures function, prepares all equipment to be issued, issues all equipment, retrieves all equipment, accounts for all equipment, repairs any damaged equipment, clean weapons. 


• Ensures accountability of ammunition/munitions in accordance to DOE, SNL/CA and SOC policies and procedures. Receives, issues, and responsible for inventory requirements for PF ammunition/munitions.


• Responsible for the installation weapons, provided optical devices, flashlights, night vision, etc. Responsible for weapons, ammunition inventory, and ammunition change out. Responsible for the cleaning and maintaining unassigned weapons.  


• Schedules internal training and external agency usage of the LFR.  Schedule and coordinate range usage with LLNL Site 300 LFR. Participates in annual assessment and self-assessments as needed.  


• PF Armorer, Range Master Instructor shall ensure the SNL/CA site's PF Training Program is conducted to meet the requirements of current DOE orders and applicable NTESS corporate policy.


• PF Armorer, Range Master Instructor shall coordinate their functions with their counterparts in the corporate Safeguards and Security programs operated at Sandia National Laboratories, New Mexico (SNL/NM).


• PF Armorer, Range Master Instructor shall ensure armed personnel are fully trained in accordance with the requirements for SPO1 listed in current DOE Orders prior to being assigned to independent duty. Recurring training requirements shall be accomplished in accordance with this referenced Order.


• Semi-annually PF Armorer, Range Master Instructor shall organize, prepare, review and update all official documentation of Protective Force operations, Armorer, Range Master such as Plans, Policies, Procedures, Operations, Post Orders, General Orders, Memorandums of Understanding and Service Level Agreements. They shall ensure these are aligned with such documentation utilized by the Sandia PF located at the SNL/NM site unless differences between the two sites require a reasonable differentiation. In addition, the PF Armorer, Range Master Instructor shall ensure the above listed documents are approved by the SDR or the SDR's representative annually or when significant revisions are made.


• PF Armorer, Range Master Instructors shall ensure all documentation deadlines are met and documentation readily available to Sandia personnel at both SNL/CA and SNL/NM.


• PF Armorer, Range Master shall be cross trained by Emergency Management to provide 24/7 Incident Command.


• Responsible for the oversight of the Live Fire Range operations.


• Responsible for Firearms Training including curriculum development for firearms and act as a Firearms Instructor.

Qualifications:

• Must be a United States Citizen


• Must be able to have or obtain a DOE Security "Q" Clearance within a reasonable time frame


• Prior experience maintaining small arms weapons is required.


• Certified in the safe and proper handling of hazardous waste.


• Strong writing and communication skills. Capability to balance a variety of priorities and tasks. Strong organizational skills.


• High school diploma or equivalent required. Bachelor's degree preferred


• At least two years of work experience serving in one of the following: Law enforcement, U.S. Military or as a DOE SPO.


• Training from a recognized agency, school, military, or federal service school in the handling and maintenance of small arms including:


• NTC Armorer Training (re-certification every three years)


• Factory Armorer Training (GLOCK) (re-certification every three years)


• Factory Armorer Training (H&K 416) (re-certification every three years)


• Recommend successful completion of the following NTC training courses prior to or within eight months of assignment to this position:

  • Basic Instructor Training (MIT-111)
  
  
  • Firearms Instructor Certification (PFT-401)

  • Must be physically fit and able to work extended hours and weekends on occasion as required. Must be able to safely move, lift, and carry 25 pounds. Subject to random drug testing. Must adequately assess and manage emergency situations.
  
  
  
  


• Must be able to complete Lieutenant Field Training Officer certification (FTO), Central Alarm Station FTO certification and Security Police Officer FTO certification upon hire.
