About the Job

The Assoc Program Manager, Information Technology works closely with the Program / Senior Program Manager to establish adequate program support for the dedicated workstream. The incumbent organizes and motivates Agile project teams to achieve a high level of performance and quality in their projects and provide exceptional business value to users. The Assoc Program Manager supports change and Agile transformations, exercises strong analytical, planning, and organizational skills in managing multiple competing demands impacting teams, and mentors project managers on best practices. The role relies heavily on a blend of traditional project management practices with an Agile development approach for FMI's complex, enterprise-level projects. Using the right balance of agility and predictability, the role helps FMI be efficient both with new releases and enhancements to the products that are transforming cancer care.

Key Responsibilities

  • Team Facilitation:


  • Lead and develop high performing Agile teams.


  • Identify team commitments and execute upon initiatives to ensure that teams are delivering upon their commitments.


  • Assist the team in defining goals and key milestones.


  • Partner with the team in identifying and removing roadblocks and in leveraging organizational resources to improve capacity for project work.


  • Coach members of the scrum team as needed to optimize team efficiency.


  • Remove impediments or guide the team in partnering with the right personnel for removing impediments.


  • Assess the Scrum Maturity of the team and organization and execute initiatives to coach the team to higher levels of maturity at a pace that is sustainable and comfortable for the team and organization.


  • Foster a trusting and positive environment where problems can be addressed by team members openly; create an emphasis on support and problem-solving.


  • Perform neutral facilitation of work responsibilities and ensure all work is completed.


  • Facilitate discussion, decision making, and conflict resolution as needed.


  • Project Planning and Management:


  • Define project scope, plan, and schedule for regular and timely delivery of value.


  • Organize and lead project status and working meetings at established intervals.


  • Prepare and distribute progress reports on projects to applicable stakeholders.


  • Manage risk mitigation and issue resolution as they arise.


  • Address and correct deviations from plans.


  • Manage expectations of cross-functional stakeholders, including senior leadership.


  • Perform delivery planning for assigned projects.


  • Program Estimation and Initiation:


  • Be responsible for high-level program analysis, including estimation and initiation.


  • Ensure programs have clear success criteria and ensure the criteria is well understood by all teams and stakeholders.


  • Support the release planning exercise for approved programs to arrive at a program backlog and identification of program risks, dependencies, etc.


  • Program Execution:


  • Be responsible for driving the successful delivery of the IT projects in support of the program.


  • Monitor program status and track key milestones.


  • Foster communication amongst teams; drive teams to self-organize communications, meetings and working agreements.


  • Track impediments reported by teams and ensure they are actively being worked by the appropriate scrum master.


  • When impediments are at the program level, work with the Program Manager to lead the removal of the impediment.


  • Identify, track and take actions to mitigate risks to the projects and to resolve issues that impact the projects.


  • Ensure program dependencies are understood by impacted teams.


  • Support the Program Manager / IT Business Owner / Product Owner in managing stakeholder expectations for project deliverables, managing stakeholder communications, and helping to implement an effective system of project governance.


  • Represent the program to all stakeholders throughout the lifecycle of delivery, assisting in external communication and initiatives to improve transparency.


  • Other related duties as assigned.

    Qualifications


    Basic Qualifications



  • Bachelor's Degree


  • 9+ years of work experience in a program/project manager role


  • 7+ years of experience managing Agile projects and/or applying Scrum methodology to managing projects

    Preferred Qualifications



  • Master's Degree in Engineering, Computer Science or a similar field


  • Certification in Agile Program Management, Certified Scrum Master or Project Management Professional or similar credentials


  • Experience with Scrum or Agile methodologies within enterprise-level application development projects


  • Solid understanding of and demonstrated experience in using Agile project management tools such as Jira or Confluence


  • Advanced proficiency with Microsoft Office tools, including Project and Visio


  • Knowledge of various well-documented patterns and techniques for filling in the intentional gaps left in the Scrum approach, such as numerous burndown technologies, various retrospective formats, handling bugs and so on


  • Knowledge of different Agile approaches including Scrum, Kanban, SAFe


  • Demonstrable understanding of widely successful Agile techniques: User Stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, and Agile Games


  • Ability to leverage technical background in highly-credible leadership to development teams and to accurately and objectively evaluate complex project risks and issues


  • Solid understanding of and demonstrated experience in using Atlassian tools


  • Strong interpersonal skills including mentoring, coaching, collaborating, and team building


  • Strong knowledge of and skill implementing servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency


  • Excellent oral and written communications skills and experience interacting with both business and IT individuals at all levels, including the executive level


  • Creative approach to problem-solving with the ability to focus on details while maintaining the "big picture" view


  • Understanding of HIPAA and importance of privacy of patient data
