The Contractor shall provide an Installation Lead at each installation where the Contractor is providing direct support to a BDE Performance Team. For the Base Year, Leads are required at five installations: Forts Bliss, TX; Bragg, NC; Drum, NY; Polk, LA; and Joint Base Lewis-McChord, WA. Installation Leads at any installation with only one BDE being supported may have dual roles.
Installation Leads serve as the central point of contact for the Task Order performance on each Installation.
•Provide onsite supervisory functions to Contractor personnel at that location. This includes managing the day-to-day activities of the installation team, as well as company-internal supervisory duties (such as managing and approving timesheets). Installation Leads will also be responsible for enforcing the government-directed dress code for all H2F personnel (see TE 7 - Dress Code, of the PWS).
•Coordinate with SCC Lead regarding TO performance on the Installation.
•Serve as lead for ensuring Training requirements are met for Contract personnel, to include any Subcontractors.
•Participate in periodic meetings at the installation. Serve as the face of the H2F mission to the Installation units.
•Participate in periodic meetings at the installation.
•Compile a Monthly Status Report for their installation and submit that to the Program Manager NLT the 8th of each month, as input for the Task Order Status Report (TOSR). The TOSR shall include activities of those assigned to the project, problems encountered, actual or recommended corrective action, results from quality control inspections conducted by the Contractor, and workload performed during the previous month.
•Facilitate submission of travel requests and expense reports through the Installation GTM to the MF Program Manager, then to the COR-RA for approval.

The Installation Lead shall, at a minimum, have at least a Masters level degree in business, management, or operations from an accredited academic institution (preferred).
Installation Lead shall have a minimum of three years relevant experience managing, staffing, overseeing, and completing similar Government projects.
Project Management Professional certification (preferred).
