The Office of Integrated Performance Management (OIPM) at the Oak Ridge National Laboratory (ORNL) seeks to hire a Records and Document Management Lead who will be deployed to the STS Project Office. This position will be responsible for establishing and managing the records management and document management processes and will direct the activities of the Document Control Center (DCC) support staff. This position will report to the Records Manager and will be matrixed to the STS Systems Engineering and Integration Manager.
The STS is a >$1Billion, Department of Energy project to be constructed at the ORNL Spallation Neutron Source (SNS). The STS will provide wholly new capabilities for the study of a broad range of materials with neutron scattering and support thousands of users from the physical, materials, and applied sciences and industry. The science capabilities provided by the instrument suite at the STS will complement those of the two existing DOE Office of Science neutron scattering user facilities at ORNL, the First Target Station (FTS) of the SNS and the High Flux Isotope Reactor (HFIR). The STS will deliver the highest peak brightness of cold neutrons in the world, which together with advances in neutron optics, instrumentation, and detectors, will ensure US leadership in neutron scattering for decades to come.
Major Responsibilities Include:
Establish a document management system and processes for the STS Project. Coordinate with the Neutron Sciences Directorate (NScD) to align and/or complement the system and processes for effective long-term management of documentation.
Act as the STS Project point-of-contact and SME for all document management issues.
Establish a sound working relationship with ORNL and NScD records management personnel.
Oversee routine DCC records and document processing for STS Project.
Direct work assignments as lead for DCC staff.
Process STS Project document deliverables as a team member and standardize and streamline processes.
Ensure the STS Project is working in accordance with requirements relative to how documents/drawings are configuration managed within the ORNL document management process
Plan resources in accordance with schedules for increased workload in document submittal (readiness reviews, design reviews, DOE reviews, etc.).
Ensure STS staff members are trained in records and document management processes as required for their organizational roles. Conduct records and document management training for groups and/or individuals, as necessary, to ensure they are knowledgeable of those processes.
Maintain records and document management procedures and ensure the users are properly trained in those procedures.
Coordinate with ORNL review officials and STS Project staff members to ensure appropriate handling of project information.
Represent the STS Project on any committees that may be established to address STS Project documentation topics (e.g., technical documentation, intellectual property).
Participate in ORNL records management and document management forums.
Ensure the STS Project meets or exceeds Department of Energy and ORNL requirements for document and records management.
Ensure STS Project records have associated metadata to facilitate ease of retrieval for near-term and long-term purposes.
Interact with STS staff members at various levels (engineers, team leads, division directors, project managers, quality assurance reps, admin assistants, etc.) to gather feedback before implementing changes affecting the project.
Coordinate with ORNL Records Management to maintain retention and disposition schedules for project records.
Support and encourage best practices in records and document management.
Required Qualifications & Skills:
Bachelor’sdegree in business or related discipline, with a minimum of five to seven years of relevant experience
Experience in developing, implementing, and/or maintaining electronic and hardcopy records and document management procedures, practices, and tools
Experience in developing and improving document and records management processes
Experience integrating or coordinating multiple disciplines and staff
Experience applying professional competency
Strong computer skills, including experience with Microsoft Office applications
Ability to establish and maintain successful working relationships with management and staff at all levels of the organization
Ability to lead support staff members
Ability for limited travel
Preferred Qualifications
Experience working in an accelerator/neutron scattering environment
Master’s degree in business or related discipline, with minimum of four years of relevant experience
