Division & Project Overview:

The Technical Programs Division is comprised of the Center for Technical Excellence (CTE), a knowledge management function (KM), and three Regional Programs that develop and manage projects in Southern, Eastern and Central Africa (AFR); Asia, Middle East and North Africa (Asia/MENA); and Global Programs, Latin America and West Africa (GLW).  CTE, KM and the regional programs interact with each other to harvest best practices, develop innovative tools and approaches, and support project implementation and business development.

 

The Portfolio Director will report directly to the Vice President of Asia/MENA region to support URC’s projects and expand URC’s footprint in the region. S/he will support successful start-up, delivery, and close-out of new projects, including results achievement, compliance with client regulations, adherence to URC policies and standards, coordination of headquarters support to project teams, and monitoring client satisfaction. S/he also will ensure that technical deliverables meet or exceed project requirements and enhance URC’s preeminent proficiency in the international development and public health arena.

 

A key role and performance indicator of the Portfolio Director is to advance and support regional portfolio growth. As a key contributor to the growth of the regional portfolio, s/he will participate in a range of strategic business development roles, including monitoring future opportunities, conducting capture, nurturing potential partners, identifying key personnel, and serving as a proposal czar, technical lead, and/or lead writer.

 

The Portfolio Director will work collaboratively with URC support units including Finance, Contracts and Grants, Human Resources, Compliance and Communications. In addition, the Portfolio Director will collaborate with URC’s Center for Technical Excellence to contribute to and draw on the organization’s wide expertise, resources, and other signature tools and approaches.

 

 

Roles and Responsibilities:

 

1. Program Management


  • Provide support to URC’s projects to ensure the development of strategies, budgets, work plans, implementation schedules, monitoring and evaluation plans, reports and other deliverables that meet project requirements

  • As assigned by his/her supervisor, supervise and provide mentoring support to headquarters-based Program Officers who serve on the Regional Team to ensure ongoing project monitoring and problem-solving to ensure full compliance with the technical deliverables as well as financial and operational requirements. Ensure Program Officers are offered opportunities for professional growth over time.

  • Provide mentoring support, guidance, and advice to various technical staff members and peers with similar backgrounds, experience, and expertise, while understanding and maintaining authority with respective Chiefs of Party, Country Directors/Representatives, and/or Resident/Technical Advisors.

  • As requested by his/her Supervisor, liaise with USAID/Washington and Missions, including in-country program implementation units and implementing partners, host country governments, health authorities and senior health experts, WHO, PEPFAR, PMI, CDC, and other relevant organizations and donor agencies acting in our sector with a purpose of strengthening impact, leveraging cost, and sustaining achievements.

  • Monitor, observe, and organize technical activities for various projects and provide high-level expert knowledge and advise on technical specialties. As needed, perform assessments to safeguard adherence to project requirements and propose enhancements and improvements for value add and full client and stakeholder satisfaction.

  • As assigned by his/her supervisor, travel to cooperating countries and sites to oversee implementation up to 30% of his/her time and to provide mentoring and technical support to staff and collaborating partners, when necessary.

 

2. Business Development


  • Support the Vice President of A/MENA region to grow the regional portfolio by taking on key business development roles, such as proposal czar, technical lead, section or lead writer or a reviewer on proposals. When serving serve as proposal czar, will lead and manage an entire proposal process in coordination with staff and partner organizations, including leadership and management of cross-organizational teams and processes for the development and submission of complex, large-scale projects.

  • Provide oversight for research and analysis of funding trends among key donors/clients.

  • As necessary, participate in proposal capture, including serving on capture teams/visits with travel to prospective regions/countries as well as developing and maintaining comprehensive strategic business development plans. 

 

3. Other Duties


  • Perform other related duties and assignments, as assigned by his/her supervisor.

 

Minimum Qualifications:

Required Experience & Qualifications 


  • Master’s degree in public health (MPH), or Doctorate (PhD/DrPH), or equivalent/related degree in medicine/health/scientific areas of study

  • At least ten (10) years of cumulative experience working with/in international development agencies/industry, NGOs, or other implementing partners with proven success and leadership with technical implementation

  • At least eight (8) years of direct experience working in the global health and development sector, with technical capacity in at least one technical area (e.g., HIV/AIDS, TB, malaria, RMNCAH) and demonstrated experience of several methods and approaches, such as program management, MEL, systems improvement, social and behavior change, health systems strengthening, digital health, private sector engagement, community health, and health financing.

  • Experience working in developing countries and knowledge of US Government /USAID/CDC cooperative agreements and contracts, policies, and procedures.

  • Must have a proven track record of participating in new business development, such as serving as a champion and/or writer of winning proposals.

  • Must have a demonstrated ability to document and interpret data and results, anticipate and solve problems, and communicate clearly at various levels of the organization and with partners/donors.

  • Proven ability to lead, develop, and work well with teams and/or independently. Flexibility to change work environments and conditions.

  • Ability and willingness to travel to developing countries up to 30% throughout the year is required.

  • Flexibility and availability with work hours and weekends is necessary.

  • Fluency in English is required; Fluency in Urdu, Hindi, Arabic, Tagalog, Bahasa, Russian, or other major languages/dialects desired.

 

Physical Demands


  • This position operates in a professional office environment and routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines

  • This position would require opening filing cabinets and bending or standing on a stool and may require the ability to lift files/folders/boxes, as necessary

  • This position may require frequent travel to domestic and international locations with varying distances, duration, and modes of transport
