Division & Project Overview:

URC seeks a Project Coordinator to join the Asia, Middle East, North Africa regional team. This position will support the USAID funded projects in the Philippines, along with other activities within the region.

 

Roles and Responsibilities:

The Project Coordinator’s overall responsibility is to provide overall financial, contractual, HR, technical and administrative backstopping to the assigned project. He/she serves as a liaison between URC headquarters and the project’s overseas office to support appropriate internal control processes.

 

Primary responsibilities include, but are not limited to the following:

 

Financial:


  • Review of bi-weekly wire requests and supporting documentation from the field office. This will include review of planned project activities in accordance with monthly calendar and approved workplan;

  • Conduct programmatic review of monthly financial reports to ensure expenditures are consistent with project objectives and in accordance with approved workplans;

  • Track and analyze project’s finances: obligations, projections, budgets, expenditures and assist with the preparation and finalization of annual workplan budgets;

  • In coordination with HQ Finance Coordinator, the project coordinator is responsible to ensure that assigned field offices vouchers are received and reviewed on time in accordance with HQ finance timeline; all the voucher exceptions are followed up with the field team and responded in a timely manner;

  • Responsible for completing annual operating expenses budget in accordance with project workplan;

  • Monitor project expenses and provide detailed analyses for decision-making

  • Prepare and analyze quarterly financial reports, and develop various iterations of project budgets for different audiences

  • Assist with management of subcontracts, grants etc.

  • Alert corporate monitor, COP, team leaders of any potential problems with financial management;

  • Review of monthly invoices prepared by Finance and preparation of monthly/quarterly expense and pipeline reports for clients

 

Contractual:


  • Ensure that contractually required and URC approval requirements are met.

  • Process documentation needed to recruit and contract consultants and subcontractors

  • Receive procurement documentation from field teams and conduct thorough review and analysis of completeness and compliance with URC internal policies and USAID/CDC regulations. Arrange procurement and shipping of supplies and equipment to the field offices, as necessary;

  • In conjunction with the field team, review and maintain monthly purchase order trackers

  • Conduct spot checks on sub-contractor/subrecipient/subgrants vouchers to ensure that invoice supporting documentation are complete.

 

Human Resources:


  • Ensure that recruitment processes are conducted in line with established policies

  • Assist field team in preparation and review of salary offers and employment contracts. Obtain internal URC approvals for salary offers as needed.

  • Maintain and review personnel documents to ensure completeness and compliance in accordance with the respective checklists

  • Responsible for tracking field staff performance reviews in coordination with field HR manager. Work with HR and contracts in obtaining necessary salary increase approvals.

  • Work with the field team to ensure that personnel policies are in line with local labor laws and requirements

 

Technical:


  • Assist in planning and development of project reporting deliverables including editing, proofreading, coordinating translation services, and oversee their production schedules as requested;

  • Monitor and assure delivery schedules for technical products/deliverables are met per contract/cooperative agreement requirements;

 

Administrative:


  • Oversee travel arrangements for technical assistance visits in compliance with USAID regulations and obtain necessary approvals

  • Attend periodic meetings at HQ to provide technical and management updates of the project and for project’s portfolio reviews;

  • Update required equipment inventory per URC procurement handbook guidance and property management documents and responsible to ensure that annual inventory report is submitted to the client as required;

  • Ensure that field office is maintaining proper log books for project vehicles and conduct spot checks on ad hoc basis to be reported to project Corporate Monitor;

  • Track and update country registration documents, project office leases, tax certifications etc.

  • Preparation of monthly project dashboards

  • Carry out field-visits as assigned by the Corporate Monitor and work together with project staff;

 

Business Development:


  • Support and/or lead proposal coordination (coordination with partners, communication with proposed personnel, provide inputs to technical narrative etc.)

  • Contribute to long term business development strategy for CIT project areas

 

Minimum Qualifications:

 

Required Experience & Qualifications:

 


  • Bachelor Degree in the field related to Healthcare Administration, International Relations, or Public Health

  • At least two (2) years of work experience in office or project management of similar scope and complexities as well as experience in utilizing budgeting skills and Excel spreadsheets is required.

  • Prior experience working with USAID or other U.S. government procedures and regulations is preferred.

  • Prior experience working in international settings or peace corps preferred

  • Strong computer literacy in Microsoft Word and Excel is required; proficiency in MS Power Point is desired.

  • Individual must be self-motivated and willing to self-direct, Must be able to multi-task and work with minimal supervision.

  • Strong attention to detail, flexibility to work in a fast-paced environment, and ability to simultaneously handle multiple assignments and projects with speed and accuracy

  • Must have excellent communication skills, good professional judgment and capacity to work well independently and as part of a team.
