Roles and Responsibilities:

The Program Officer is responsible for carrying out technical and administrative tasks and backstopping for USAID Mali Household and Community Health (HCH) Activity within the Global, LAC, and West Africa Region at the Chevy Chase, MD headquarters (HQ) office. S/he also may provide technical support to the other regional projects, as assigned. Under the supervision of the Regional Team Lead, s/he will work closely with HQ and country-level technical and management staff to provide technical, administrative and programmatic support to field programs, requiring frequent coordination and data analysis. This includes supporting headquarters and field teams in work planning, results monitoring, documenting achievements including report writing, identifying opportunities for knowledge sharing and learning, and developing new technical strategies. S/he will work in concert with the Regional Finance Director, Project Coordinator(s), other HQ support functions, and members of project backstop teams.

 

Primary responsibilities include, but are not limited to the following:


  • Provide direct support to one or several Global, LAC, and West Africa Region’s projects to ensure quality implementation and compliance with company and donor policies and procedures. Backstopping will be provided through both in-country support to the field team and regular backstopping from the HQ office. An estimated 30% travel is required.

  • Participate in program and technical reviews and assist in-country staff to develop plans to address implementation gaps in coordination with relevant staff.

  • Work with HQ and field senior technical and management staff to ensure necessary program planning and to mobilize program inputs to support the achievement of project deliverables, whether through consultants or through home office technical assistance.

  • Support continuous learning within the project and sharing of project learning and results with appropriate URC teams.

  • Ensure implementation and management activities function smoothly and efficiently and that appropriate coordination occurs with HQ finance/contracts, procurement, and human resources support functions.

  • Assist senior technical and program staff in the development of annual country work plans, including accompanying budgets and monitoring, evaluation, and learning (MEL) plans.

  • Assist in developing and ensuring high quality project deliverables to include periodic reports and knowledge management products. These deliverables may require writing, editing, proofreading, and data analysis.

  • Ensure that necessary staff, partners, and stakeholders (both at HQ and in-country) are included in sharing of information and knowledge and that the flow of information is multi-directional. Ensure that project technical products are shared through the URC CONNECT Knowledge Center and that project accomplishments are shared with the URC Communications team.

  • Coordinate with partners and other organizations on project activities.

  • Support new business development, including assisting in the development of technical strategies and writing technical and management inputs for proposals.

  • Represent URC and its projects at meetings and give technical presentations on project activities.

  • Provide other support within Global, LAC, and West Africa Region, as requested.

  • Contribute to business development strategies and proposals.

 

Minimum Qualifications:

 

Experience & Qualifications:

 


  • Master’s degree in public health, international development, or related field, preferred.

  • A minimum of five years of experience managing and implementing public health or international development projects.

  • Experience with US Government-funded programs, preferably USAID, or in an organization focused on international development.

  • Demonstrated experience in at least two or more technical areas, such as maternal, newborn, and child health; HIV/AIDS; TB; nutrition; monitoring, evaluation, and learning; quality improvement; or supply chain management, particularly at the community and household levels.

  • Demonstrated experience supervising and managing staff.

  • High quality technical writing, editing, and proofreading skills.

  • Fluency in Excel, able to produce budgets and workplans that meet client’s requirements.

  • Flexible and able to handle multiple tasks and work collaboratively with others.

  • Able to work independently in a fast-paced organization by prioritizing and managing multiple priorities. Strong attention to detail and follow-through required.

  • Ability to interact effectively with all levels of internal and external clients.

  • Demonstrated ability to produce high-quality deliverables on time.

  • Fluency in English required, both spoken and written.

  • Demonstrated working knowledge of French required.

  • Able to work independently in a fast-paced organization and manage multiple priorities. Strong organizational skills and follow-through required.

  • Flexibility and adaptability in team environments, including collaboration with senior-level international health professionals, donors, and other partners. Good relationship building skills.

  • Ability to travel internationally up to 30% of the time.

  • Prior experience working in low- and middle-income countries.
