Purpose

This position is responsible to lead the regulatory affairs and rates related functions for distribution business group. The position is responsible for ensuring positive resolutions to rate cases, integrated resource plans, and other regulatory filings in the states within which we operate. The position has direct reporting relationships with the regional regulatory Directors and managers and as such is expected to be the expert on US regulation and all related matters; including being an expert witness representing company interests in each regulatory jurisdiction. This position is responsible for ensuring all reporting requirement to external regulatory authorities will be completed accurately, on time.  The position is also responsible to develop and implement regulatory outreach strategies, rates filings, and regulatory filings.  Has primary responsibility for managing the relationship with regulatory commissions/authorities and ensuring that the policies and procedures of the organization comply with all applicable laws and regulations. Provide regulatory leadership and advice to key stakeholders to ensure regulatory compliance and to maximize earnings. 


Accountabilities

  • Prime responsibility for the outcome of rate cases across Liberty Utilities distribution portfolio. Responsible for advancing regulatory framework by applying for and receiving approval for increased mechanisms which increase the revenue stability for Liberty Utilities.                                                                        

  • Oversees the company’s regulatory application process to obtain all necessary permits, licenses, certificates, authorizations, etc.

  • Establishes and maintains good relationship with regulatory authorities.

  • Liaises with senior level regulatory authorities and participates in industry forums to influence regulatory policies.

  • Ensure alignment of regulatory strategies to all key functional areas to ensure regulatory compliance and to maximize shareholder value                                                                       

  • Lead all rate making activities

  • Develop tactics to maximize rate recovery of prudently incurred capital and operating expenses

  • Provides advisory to regulatory team and company management on emerging regulations and changes impacting rate applications and company investment.  

  • Oversees the review and interpretation of new pending laws and regulations, which potentially affect the organization's business practices, and coordinates the development or revision of policies, procedures, contracts, and agreements to ensure compliance                                             

  • Responsible for timely and accurate completion of all regulatory compliance filings in all jurisdictions             


Education & Experience

  • Completion of relevant university/college degree/education

  • 10 years+ in an operational role with a regulatory, accounting, or engineering focus

  • Utility Ratemaking experience considered a strong asset

  • Must have ability to develop relationships and build credibility quickly

  • Valid Operator’s Driver’s License and proof of current insurance

  • Availability to travel if needed by the company and, accordingly
