Purpose

Responsible for providing primary technical guidance and support to the ongoing utility interconnection and high voltage design work currently underway on various renewable energy projects with the Business Development group at Algonquin. 


Accountabilities

Engineering support

Provide engineering support for the ongoing development of utility interconnection schemes for renewable energy projects (wind and solar) currently underway.  This work will involve the following types of tasks:


  • Direct interface with the interconnected utility in terms of design and technical standards,

  • Obtain, review, understand and assimilate various interconnection codes (distribution and transmission), standards, specifications, guidelines, regulations and rules.  These may be published by transmission or distribution companies or independent system operators (ISO’s)

  • Work with and supervise directly the work of retained electrical engineering consultants, regarding circuit design and study scope and results (grounding, protection, load-flow, fault levels, harmonics, etc.)

  • Attend meetings with utility representatives during development of interconnection schemes and studies

  • Participate in preparation of technical exhibits for equipment supply and EPC contracts

  • Manage development of initial electrical design for renewable energy projects including collector system design, substation design, protection and control, SCADA and communications

Over-sight of retained electrical engineering consultants


  • Provide over-sight of retained electrical engineering consultants for the production of relevant electrical studies and design packages for the following components of renewable energy projects:

  • Initial/conceptual electrical design (single line)

  • Interconnection requests for submission to ISO/RTO's

  • Evaluation of ability to meet interconnection standards (eg. reactive power, voltage control, frequency control).

  • Evaluation of transmission system interconnection capacity for potential renewable projects

  • Evaluation of congestion and curtailment risk (SCED analysis)


Accountabilities

Interconnection Strategy


  • Provide strategy input for future projects with respect to interconnection challenges & solutions.

  • Research markets and ISO's, both in N. America and internationally, with regards to interconnection rules and strategies, market maturity, applicable tariffs and regulations, transmission options, market congestion, constraints and curtailment operations, etc.

Technology Providers

Direct interface with equipment suppliers for the following types of activities:


  • Interpretation and application of specifications

  • Review of bids for technical compliance

  • Request for Information management during bidding cycles

  • Shop inspections for technical compliance

Emerging Technologies


  • Research, inspect, understand and recommend application of emerging technologies as they may relate to, or benefit, the broader corporate mandate of regulated/non-regulated power generation asset development and growth.

  • Emerging technologies will involve telemetry and communications, power electronic-based DC/AC conversion, reactive power generation and compensation, and ancillary products and system benefits such as low or zero voltage ride through, primary frequency response, black-start features, etc.

  • Research and recommend cost and optimization benefits of emerging technologies


Education and Experience

• University degree in electrical engineering or equivalent education/industry experience.

• Minimum 5 years progressive experience in power and controls, preferably in the power generation industry.

• Candidates with direct experience/working knowledge in the following areas are preferred:


  • Generator interconnection process in North America (PJM, MISO, NYISO, NEISO, SPP, CAISO, ERCOT, IESO, AESO)

  • Powerflow analysis for Available Transfer Capability and Generator Deliverability

  • Security Constrained Economic Dispatch

  • High voltage substation design: 120 kV to 500 kV, including large power transformer and major electrical equipment specification

  • Power generation development: hydro, wind, solar, battery storage

  • Experience with emerging power generation technologies; full DC/AC power electronics, reactive power control, digital telemetry and control technologies, advanced digital system modelling, etc.

• Preference will be given to candidates who hold or are eligible to obtain an Ontario Professional Engineering license or other Canadian province or U.S. state equivalent.

• Strong communication skills (written and oral)
