Job Description:

The Proposal Manager must be an effective team leader capable of managing the entire proposal process, including writing content and coordinating with business development, operational, and subject matter expert (SME) contributors for their input.  The Proposal Manager responds to requests for proposals (RFPs), requests for information (RFIs), and requests for quotes (RFQs) from government and commercial prospects.  This position reports to the Director of Proposals and works closely with the executive management and senior staff in defining and creating winning proposals. The Proposal Manager must know how to develop detailed outlines and compliance matrices, establish enforceable schedules for completion, and work with staff to ensure timely delivery of the finished product.

Principal Duties and Responsibilities:

•    Successfully coordinates the proposal process throughout the opportunity life cycle from RFI  through proposal submission and debrief.

•    Works closely with the Proposal Director and business development managers to coordinate and manage major proposal efforts, including identification of needed proposal team members, timeline and action planning, and management of corporate proposal.

•    Focuses on overall planning, writing proposal/pre-proposal sections, coordinating the internal team and partner inputs for bid efforts, and assists in broader bid preparation and production aspects.

•    Conducts strategy sessions to develop win strategies and themes, address client hot buttons, attends win/loss debriefings, and develops lessons learned briefings.

•    Creates compliance matrices, develops detailed proposal plans, schedules, and outlines/templates to manage proposal development.

•    Contributes to the proposal strategy, development of win themes, and technical approach. Writes and coordinates proposal input, working closely with operations staff and subject matter experts.

•    Guides proposal team through corporate bid reviews and decisions, including color team reviews.

•    Helps ensure vital flow of communication and task management between Business Development Executives/Managers,  Capture Manager, operations staff, and other parties involved in the proposal process.

•    Reviews and edits submissions from partners, ensuring their input meets specified requirements and expected level of quality.

•    Performs substantive reviews of both text and graphics to ensure the contents comply with RFP requirements, meet evaluation criteria, contain win strategies and themes, and comply with standard format and style criteria.

•    Tracks and reports status of all corporate proposal elements to the Director of Proposals.

Knowledge, Skills, and Experience Required:

•    7+ years of government proposal preparation, development, and analysis experience.

•    Bachelor’s degree required.

•    Must understand federal government procurement policies as they relate to RFPs/RFQs.

•    Must have excellent written and oral communication skills and be able to direct and contribute to multiple projects under strict deadlines to ensure timely and high-quality proposal submissions.

•    Must possess attention to detail.

•    A high-level of drive, discipline, creativity and motivation.

•    Ability to work in a fast-paced, change-oriented team environment.

•    Strong organizational, planning, analytical, and decision-making skills

•    Capable of juggling multiple tasks and meeting tight deadlines

•    Excellent computer skills (including, MS Word, MS Excel, MS PowerPoint and MS Outlook)

•    Good knowledge of working in SharePoint environment.
