CONSTRUCTION PRACTICE

Michael Baker International's Construction Services staff supports clients by acting as their trusted on-site agent through all phases of construction, from pre-design to close-out, by providing qualified construction managers, inspectors, constructability reviewers, schedulers, estimators and safety experts. As new technologies evolve throughout the construction industry, innovative ideas are required to maintain and deliver successful construction projects.

Summary

Individual will serve as Project Manager for large, complex construction upgrades and major renovations for wastewater treatment plants. Plans, directs, and coordinates activities of designated project to ensure that goals or objectives are accomplished within prescribed time frame and funding parameters.

Essential Duties:

Project Management


  • Maintain ultimate responsibility for delivery of project quality and safety:

    • Develop, maintain, distribute, and update project-specific Project Management Plan, including Health and Safety Plans and Quality Management Plans.
    • Conduct safety meetings and training programs to ensure safety requirements are met.
    • Coordinate audits of quality management processes and procedures.
    • Sustain continuous improvement for all processes.

  • Review project proposal and scope of work to determine schedule, funding limitations, procedures for accomplishing project, assisting in contract negotiations, as required.
  • Establish work plan for large and complex projects, arrange for staffing for each phase of project, including subcontractor engagement.
  • Coordinate project with activities of government regulatory or other government agencies.
  • Direct and coordinate activities of project personnel to ensure progress remains on schedule and within prescribed budget.
  • Review status reports prepared by project personnel and modify schedules or plans, as required.
  • Prepare project reports for management, client, or others.
  • Confer with project personnel to provide technical advice and resolve problems.
  • Generate and/or approve purchase orders, invoices, credits; review time sheets.
  • Attend job, principals, CM/Design coordination meetings, and most technical meetings.
  • Oversee coordination of staging, and shutdown/start-up operations to ensure uninterrupted maintenance of facility operations.

Staffing


  • Establish project work plan, arrange for staffing for each phase of project, and arrange for recruitment or assignment of project personnel.
  • Review project plan to determine time frame, staffing requirements, allotment of available resources to various phases of project, and on-boarding procedures for all project staff.
  • Confer with project staff to outline work plan and assign duties, responsibilities, and scope of authority.

Client Management


  • Develop and maintain client relations to ensure satisfaction.
  • Interface with Key stakeholders and community, as needed.
  • Gather/disseminate information and intelligence regarding potential upcoming pursuits.
  • Participate in business development activities as required for existing and potential new clients, to include general marketing, client meetings, and proposal development.

General


  • Provide status updates, reports, etc. as needed for internal use.
  • Communicate with MBI management regarding project details, progress, etc.
  • Occasional to moderate travel may be required.
  • Other duties as assigned.

Supervisory Responsibilities

Directly supervises 5-20 employees and various subconsultants. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Experience & Qualifications:

Ideal candidate will have:


  • Proven Project Management experience
  • 20 Years managing construction of wastewater treatment plants and vertical construction is preferred. Green infrastructure construction experience a plus.
  • Comprehensive understanding of wastewater treatment engineering, processes, systems, and operations
  • Substantial experience delivering large projects (valued at > $200 M construction contracts)
  • Demonstrated proficiency in project safety, scheduling (CPM scheduling, Primavera, Microsoft Project), staffing, cost estimating, risk management, quality management, and project/document controls
  • Ability to manage various levels and numbers of staff, including proven approach to staff on-boarding
  • Aptitude for communicating with owner/client staff, contractors, and subconsultants
  • Commitment to and confirmed track record of safely delivering projects on time, under budget, and of the utmost quality
  • Dedication to project goals, client satisfaction, corporate aspirations, business development, growth objectives, staff development, and operational excellence
  • Willingness and ability to travel and/or relocate as needed for business needs and project assignments

Education

Four-year degree preferred in Civil Engineering, Construction Management, and/or related field.

  • Pennsylvania Professional Engineer (PE) required
  • Construction Management Association of America (CMAA) Certified Construction Manager (CCM) preferred
