Contracts Manager, Government

Position Description: The Government Contracts Manager will support the execution of Elsevier Clinical Solutions Sales Operations strategies while delivering operational excellence. The role is vital to Elsevier's contracting process and financial health. This individual will be responsible for the review, execution and administration of complex contracts with government agencies to include contract negotiations, project management, and requires an acute ability to focus on details across multiple tasks. This is an opportunity where you can suggest and make improvements that impacts the way Elsevier negotiates and builds government relationships both internally and externally.

Job Responsibilities: Specific responsibilities associated with the position are as follows:
  • Manages complex federal and state government contracts and customer contact activities as necessary to provide for proper contract fulfillment in accordance with company policies, legal requirements, sales requirements and customer specifications
  • Administration of complex government contracts GWACS/CRADAs/BOAs/IDIQs
  • Review FAR and FAR supplement clauses and provisions in contracts solicitation documents and supports preparation of bid responses
  • Analyzes government business opportunities from a contractual risk and profit perspective
  • Reviews and coordinates compliance with customer specified federal, state, and local government obligations
  • Works with, and serves as liaison to sales, operations, finance, pricing, and other cross-functional departments
  • Coordinates responses to customer requests for representations and certifications, including FAR clauses and state and local government specific requirements
  • Serves as subject matter expert and performs invoicing and billing requirements specific to government-based business/individual contracts
  • Proven ability to exercise independent judgment and taking calculated risks when making decisions
  • Works closely with internal business owners, legal and sales teams to draft, review, edit, and analyze terms and conditions for use within contract templates
  • Identifies, manages, coordinates and collaborates internally on department projects to continuously improve the efficiency of customer contracting and the order entry processes, including automation initiatives
  • Other duties as assigned


  • Bachelor's Degree in Business Administration in any business discipline including Marketing, Accounting, Finance, Economics, Management, or related business degree
  • Bachelor's degree in pre-law, business administration or related field preferred
  • 6+ years of Federal and State Government procurement or contracting experience
  • Excellent working knowledge of the Federal Acquisition Regulation (FAR), DFARS, other FAR supp
  • Excellent verbal and written communication skills
  • Strong analytical skills, problem solving skills, including ability to make informed and logical decisions
  • High aptitude to organization and attention to detail
  • Ability to multi-task in a high-volume, quick deadline environment
  • High level of professionalism with a propensity toward customer service
  • Expertise working within sales and financial systems, Siebel and experience is preferred
