Job Description:

Summary Statement

Serves as the budget liaison, key financial advisor, and strategic partner for assigned departments. Supervises accounting functions and collaborates with various partners to establish and achieve financial goals and objectives that enhance department service levels and contribute to the overall financial health of the City of Boise. Requires considerable initiative, professional judgment and interpersonal skills. Duties are performed under general direction in accordance with professional standards and established policies and procedures.

Essential Functions

Responsible for day-to-day oversight of accounts payable and purchasing card processing, accounts receivable billing, cash receipting, donations tracking, grant accounting and monitoring processes, reconciliations, account research, journal entry approvals, and other related accounting activity. Reinforces established operating and accounting policies, regulations and procedures and is actively involved in keeping them fresh and relevant. Implements approved fiscal controls. (45%)

Serves as a resource for operational managers and department Directors on budget and financial matters. Collaborates with assigned departments to produce annual budgets. Manages the production of monthly budget variance reports, year-end re-budgets, budget changes, budget memos that support presentations to Mayor and City Council, and audit report responses. Supports Financial Analysts in producing quarterly revenue and expense forecasts and contributes to the development and maintenance of long-term cash flow models for assigned departments. Acts as an advisor to department and administrative managers to help create agreements and contracts that align with financial policies and regulations. Coordinates analysis and provides insight and guidance on various projects. (25%)

Fosters a continuous improvement environment through the elimination of duplicate efforts by streamlining and creating efficiencies and automation. Collaborates with business process owners, senior managers and department administrative managers to oversee the formation and implementation of long term financial management strategies, procedures, and software. Collaborates with various partners to stay abreast of department regulations and trends. In partnership with operational managers, represents the assigned departments at various public meetings. (15%)

Supervisory responsibilities: Employees in this position are authorized to recommend and/or effect the full range of duties (with appropriate managerial review), including hiring, performance evaluations, transferring, promoting, assigning of significant duties, rewarding, disciplining and terminating employment; exercise independent judgment to direct others work and have the authority to take corrective action; and, utilize people skills to communicate, motivate and direct or oversee a person, group, department, or organization. (15%)

Requirements

Required Knowledge, Experience, And Training
Must have a Bachelor's degree in business, finance, public administration or related field.

Requires education and/or experience to attain the following:

Five years of broad and varied experience in numerous facets of complex budget and financial management. Experience working with enterprise level accounting software, preferably within a governmental entity.

Intermediate knowledge of the principles and practices of public administration; public sector budgeting; accounting and purchasing requirements; strategic planning principles and practices; effective management and supervision; effective business writing, report preparation and delivery; program development and administration; effective customer service; analytical methods in both staffing and budgeting as well as interpretation and recommendation of data.

Ability to carry out multiple tasks at once with little or no supervision; use spreadsheet software at an intermediate to advanced level; effectively manage subordinates; display superior writing and presentation skills; work collaboratively with a positive interpersonal style; develop strong working relationships; display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public; communicate effectively in the English language at a level necessary for efficient job performance; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

Individuals must be capable of operating vehicles safely and have an acceptable driving record.

Preferred Knowledge, Experience, And Training
Master's degree in Business Administration or related field. Experience in government finance, accounting and budgeting.

Licensing And Other Requirements
Valid driver's license.

Special Requirements
