Job Description:

The Enterprise Project Management Officer will lead the planning, organization, and coordination of large enterprise project initiatives, ensuring successful achievement of cross-functional IT and Non-IT programs and projects. Enterprise projects include initiatives with multiple stakeholders / sponsors operating across the Bank and involving multiple business units as well as the IT department or external vendors. The EPMO will also have responsibility for establishing and maintaining the Project Management framework for the institution which supports all stages a project life-cycle, as well as the Project Portfolio Management framework in order to balance conflicting demands between programs and projects and allocate resources based on organizational priorities and capacity.

Responsibilities include:
  • Establish and maintain a standardized framework and methodology for Project Portfolio Management (PPM) throughout the organization. PPM encompasses the selection, prioritization, scheduling, resourcing and management of the organization's projects at a portfolio (integrated) level.
  • Establish and maintain relevant project portfolio management processes (strategic, governance, communication, performance, and risk management) aligned with industry standards and best practices.
  • Partners with Strategic Planning Manager and Products and Channels Manager to develop transition plans, timeframes and ongoing success measures
  • Guide on a continuous basis the selection, prioritization, balancing, and termination of portfolio components to ensure alignment with strategic goals and organizational priorities
  • Establish and maintain appropriate infrastructure and systems to support the project portfolio management processes
  • Provide key stakeholders with timely assessment of portfolio component selection, prioritization and performance, as well as early identification of portfolio-level issues and risks that may/are impacting performance.
  • Establish and maintain a Resource Planning Methodology to allocate resources to approved project/program based upon ranked priority in order to ensure on-time, in-scope and on-budget delivery of large and complex technology and non-technology projects.
  • Establish uniform methodology for preparation and presentation of business plans supporting projects, and evaluate them for adherence to said methodology as well as reasonableness.
  • Establish and maintain a standardized Project Management (PM) Methodology to be used across the organization, ensuring compliance to it and providing useful tools and appropriate training for such tools. PM encompasses the stages of scoping, planning, execution, monitoring, communicating and closing of projects, with the target of completing them on-scope, on-time and on-budget.
  • Facilitates training and coaching of project members to build core competencies and project management best practices.
  • Project planning for the entire project portfolio including resource allocation plans, project scheduling and completion dates.
  • Monitor and periodically report the progress (based on project charter) of all project/programs milestones, and key deliverables and assist in the resolution of issues and delays impacting the successful conclusion of the projects.
  • Provide oversight and tracking of project budgets and assist with managing changes to project scope.
  • Re-forecast project timelines and/or identify additional resources requirements as project/program scope, business specifications or defined tasks change.
  • Work with Project Sponsors to ensure approved projects/programs are completed in a timely and efficient manner, and that DPMs meet the business needs set forth in the project/program.
  • Simulate scenarios and forecast resource utilization and capacity to achieve optimal staffing ratios within Project Portfolio.
  • Creates and maintains the documentation for all Portfolio Projects.
  • Guide the development of project status reports and work plans.
  • Ensures clearly defined roles, responsibilities and accountabilities for key program / project goals
  • Identify risks, partner with team members to mitigate risk, and promptly communicate risks and issues to the appropriate stakeholders.
  • Understand, adhere to, and enforce the organization's Project/Release Management and SDLC methodologies.
  • Coordinate the evaluation of project/program to determine functional and staff resources required to accomplish the project/program deliverables, and the suggested project team structure as well as project plans and milestones
  • Critique completed projects/programs to determine the effective achievement of project's benefits, variations from established processes and identify opportunities for process improvement.
  • Assist business units and project/program resources to effectively utilize the established processes for requesting and justifying a change, gaining approval and managing a project to a successful conclusion
  • Update reports and present as needed during meetings. Present to executive teams including Management Committee, and Business Unit Leaders
  • Establish major milestones, dependencies between functional project plans and / or areas, builds over-arching schedule, and adoption and benefit realization plans
  • Ensure that the final output of projects overseen fully comply with current rules, regulations and internal policies relating to risks associated with BSA, USA Patriot Act, OFAC and other AML related issues
  • Elevate to Risk Management Committee any unresolved concerns or risks to earnings or capital arising from violations of, or nonconformance with, laws, rules regulations, prescribed practices, internal policies and procedures or ethical standards.
  • Supervise a team of experienced professionals exercising key responsibilities over leadership, team goals and objectives, performance management, resource planning, training, motivation, coaching and recognition.
  • Provide for team member's training, professional development, recruitment and mentoring. Raise awareness of the Bank's strategic planning and timing in order to position the Department to be able to perform its assigned responsibilities. Evaluate team member's performances and take corrective actions to address problems. Counsel and guide team members to ensure that approved objectives are met.

JOB REQUIREMENTS:

Technical and/or Other Essential Knowledge:
Excellent communication skills (written, oral and public). Excellent analytical skills (especially planning, numerical, mathematical and statistical). Ability to work under pressure (tight deadlines, shifting priorities, differences of opinion). Excellent interpersonal skills to handle difficult situations/discussions. Project Management (formal training or experience). Fully bilingual (Spanish and English). Previous experience with Internet and MS Office Skills, including MS Word Advanced, MS Excel Advanced, MS PowerPoint Advanced, MS Project Advanced and MS Visio Advanced required.

Minimum Work Experience Requirements:
  • Ten years related project management experience with a minimum of three years of Resource Management and five years of Project Management Office experience and/or managing technology and non-technology based projects.
  • Minimum five years' experience in financial services, card payments, banking, contact center, new product development, information technology or process re-engineering required.
  • Minimum years of project experience demonstrating growth in managing increasingly complex and cross functional efforts desired.

Minimum Education and/or Certifications Requirements:
  • Bachelor's degree in Systems, Business Management, or equivalent combination of education and experience.
  • Master's degree required in Operations Management, Systems or related fields.
  • PMP or CSM certification highly desired.
Functional Skills & Knowledge Requirements:

Must be a bilingual English/Spanish team player with the ability to work under pressure, conduct business in a professional demeanor and be able to resolve problems and conflicts, prioritize work and effectively manage time and change. Must possess excellent verbal and written communications and public speaking skills and advanced proposal, report writing, statistics, presentation, budgeting, and strategic thinking skills. Portfolio Management methods and techniques are also required. Must also possess managerial skills, assertiveness and leadership skills, project management experience and the ability to administer organizational resources. Must be able to develop and manage program financial budgets and track to defined metrics
