JOB SUMMARY
The Program Manager, Upward Mobility will have primary responsibility for identifying and activating knowledge and skill acquisition opportunities for persons with disabilities, Veterans, and direct service professionals in support of SourceAmerica’s mission. The position will identify (pre) apprenticeships, certifications, micro-credentials, and other related pathways to upward mobility, along with viable internal and external funding strategies, to benefit the disability community at scale. The Program Manager will manage relationships with accrediting bodies of varying types to include the fulfillment of SourceAmerica’s responsibilities under memorandums of understanding or other like agreements. The position will also serve as a primary liaison to disability community groups and state and federal workforce development entities. The Program Manager will support management and executive briefings on their area of responsibility and provide presentations at disability community and related workforce development events. The position does not have formal management responsibility and will report to the Manager, Workforce Development.
ESSENTIAL FUNCTIONS
Align workforce development and business development strategies, as well as SourceAmerica’s obligations under the Cooperative Agreement to benefit a nationwide Nonprofit Agency (NPA) network and persons with disabilities
Serve as a central liaison to disability community groups and state and federal workforce development entities
Develop an approach to mapping out the intersection of upskilling and reskilling opportunities, associated funding, and applicable impact measures – then manage and implement a program within budget
Establish and manage relationships with accrediting bodies
Identify opportunities for formal agreements with accrediting bodies and coordinate with internal resources to manage formal relationships
Develop content for Marketing and Communications activities to support program growth and success
Develop and deliver presentations on area of responsibility at disability community and related workforce development events
Coordinate external consulting support as necessary
Track and report Key Performance Indicators (KPIs)
Provide timely, accurate progress reports to the Manager, Workforce Development
Actively participate in SourceAmerica’s Everyday Performance Management program
Cooperate fully with meeting the requirements of the Cooperative Agreement
Perform additional duties and participate in special projects as assigned
REQUIRED EXPERIENCE
Associates degree in a relevant field of study from an accredited institution. SourceAmerica recognizes 1.5 years of experience = 1 year of college, should the candidate not meet the required education
5 years of relevant work experience
PREFERRED EXPERIENCE
Graduate degree in a relevant field of study from an accredited institution
7 years of relevant work experience
Background and work experience in the areas of training, education, workforce development, or human and social services
Experience with nonprofit, state, and/ or federal workforce systems, programs, policies, and funding
Experience with program management
Experience from a community rehabilitation program, state vocational rehabilitation agency, American Job Center, workforce boards or an institution offering inclusive post-secondary education for persons with disabilities
Experience developing, implementing and evaluating skill and knowledge acquisition programs for persons with disabilities
Applicable industry accreditations
OTHER REQUIREMENTS

Ability to handle complex actions and multiple priorities
Self-starter with the confidence to build and maintain successful relationships with co-workers and nonprofit staff and leadership
Ability to deal with uncertainty, risk, diverse points of view and apply good judgment to situations in the absence of perfect information
Demonstrated organization and time management skills, and ability to manage multiple tasks
Proficiency in MS Office including Excel, Outlook, PowerPoint, and Word.
Capable of working independently and solving problems under time pressure.
Willing to work flexible schedule and travel as required
Ability to effectively collaborate with individuals and teams across a 400+ organization with a national footprint
Strong interpersonal skills and ability to build and maintain relationships
