Overview

FTI seeks a Logistics Analyst to provide modeling analysis support to the Modeling, Simulation, and Analysis Integrated Product team within the F-35 Lightning II Joint Program Office (JPO). Support includes evaluating designs for the Key Performance Parameters (KPP) to ensure it complies with the approved Ground Rules & Assumptions (GR&A) and modeling procedures and provide an analysis to support the Government determination as to whether aircraft maintenance procedures are in accordance with the Joint Contract Specification (JCS).

Responsibilities

Perform Analysis Modeling

    Perform analysis modeling of the Contractor's F-35 A, B, and C variants.
  • Utilize R&M data to identify manpower and personnel resource requirements by variant based upon the US, UK and International Partners services skill sets.

  • Analyze the contractor's published results to determine if they are functionally accurate.

  • Support the development and refinement of GR&A for the U.S. services and International Partners for the development, design and creation of logistics models to carry out an assessment of maintenance policies and procedures based upon the service or country's requirement, or different maintenance concepts to assess trade-offs.

  • Review engineering, mission and supportability logistics concepts with information and data provided by the JPO. Collect, normalize and analyze cost and programmatic data.

  • Conduct studies to analyze the effectiveness and viability of the contractor's design and logistic concept across multiple logistic areas.

  • These areas include aircraft maintenance policies and procedures, service specific manpower utilization, ground support equipment, aircraft spares, and mission sustainment.

  • Sensitivity analysis is provided to determine the differences and similarities of the U.S. services' legacy maintenance policies.

  • Perform feasibility analysis of the contractor's designs, and provide reports identifying the model assumptions, findings, and results.

  • Modify the current model according to an approved GR&A that will capture the maintenance methodologies, and different mission sustainment scenarios to provide insight of the real cost of maintainability.

  • Provide technical support to the JPO for the refinements and enhancements to the Logistics Composite Model (LCOM) program.
    • Provide input to the JPO about the usability of current enhancements and about possible future enhancements that will allow LCOM to integrate with other tools to support the objectives and goals of the JPO.


  • Ensure accuracy of program processes and develop new or improved methodologies that can be used for life cycle cost estimating and other acquisition applications throughout the program

Education/Qualifications

Required:


  • Must be a U.S. citizen

  • Highly proficient in Microsoft Office Computer programs with an emphasis on Excel, Access, or other large dataset applications.

  • Must be able to independently plan, develop and construct models as well as test, debug, troubleshoot and evaluate data sets and logistic models for errors, problems, validation and accuracy based on study scenarios parameters and aircraft operational, logistical, supportability and maintenance requirements.

  • A thorough understanding of overall aircraft maintenance, model, simulation and analytical process to include model inputs/outputs, reports, post processor data outputs and simulation study guidelines, parameters and scenarios.

  • Must be able to obtain/ maintain a government security clearance

  • Excellent written/verbal communication, interpersonal and presentation skills.

  • Must be able to effectively communicate with Project Managers, Functional Managers, and Project Stakeholders.

  • Ability to work independently.

Desired: A thorough understanding of military aviation maintenance with a strong data analytical background.

Experience: 10 Years of Experience performing operations research type activities in the military acquisition or support environment, including experience in systems acquisition analysis and logistics analysis using multiple simulation tools based on F-35 operational, logistical and supportability requirements. Qualifying experience must have been performed during the past five years.

Education: BS or BA degree in any Operations Research, Computer Science, Mathematics, Statistics, Physics, or Engineering related discipline is required. An additional six (6) years of directly related work experience may be substituted for a Bachelor's Degree. An AssociateDegree plus two (2) additional years of directly related work experience may be substituted for a Bachelor's Degree.
