Position Summary

Millennium seeks an experienced mission assurance engineer to support a Goddard Space Flight Center (GSFC) operationally sustained ground project. Primary work location is at Goddard Space Flight Center (GSFC) Greenbelt, MD with occasional required travel to support the Blossom Point Remote Station in Blossom Point, MD and White Sands Complex near Las Cruces, New Mexico. This position provides mission assurance oversight for ensuring ground system readiness and availability to support the Space Network (SN) /Near Earth Network (NEN) Program. Engineer would be tasked to oversee and adhere to GSFC Safety and Mission Assurance Directorate (SMA) processes and guidelines for GSFC assigned and contractual developers and ensure compliance with NASA standards, policies and procedures. This position will require a secret clearance. Applicant must be able to meet security requirements.

Duties & Responsibilities

This Mission Assurance Engineering position provides oversight for ensuring compliance of defined Mission Assurance Requirements (MAR) over the entire project life cycle through independent surveillance, audit, review, and assessment of the full spectrum of mission development and sustainment activities. Work will include, but not be limited to on-site, in-plant, and on-orbit operations support for review, audit, and inspection of procedures, software, hardware, and integration and test activities.

The position requires an ability to evaluate system requirements and software capabilities against design documentation and ensure compliance to system objectives. Applicant needs to be a motivated self-starter, able to effectively integrate into cross-cutting engineering forums and pro-actively represent safety and quality standards and ensure the early integration of safety and mission assurance principles into the conceptualization, development and implementation of complex ground systems. This position evaluates the quality of system deliverables and ensures compliance to defined processes and procedures. Applicant should possess the ability to identify, document and present non-compliance findings to the project and manage the oversight of corrective action plans to completion.

Applicant should be able to work independently and successfully foster a positive relationship between NASA and the contractor at all times. This is a fast-paced environment that requires an outgoing and positive attitude and the ability to handle multiple priority tasks. Position requires excellent communication skills, both verbal and written as well as excellent leadership skills and the ability to communicate mission issues and risks as they apply to programmatic, technical, and safety concerns.

Skills

Specified activities/requirements include:
* Understand system and mission assurance requirements and evaluate project/vendor product assurance implementation plans, quality assurance plans, standards, and procedures against these requirements.
* Execute Assurance Assessments to identify potential criticalities to ensure they are properly handled through the project life-cycle.
* Review key contract deliverables/products and monitor compliance to plan and procedures. Review results/status from the quality audits, corrective actions, and metrics.
* Support Project milestone reviews, peer reviews, and project reviews, providing NASA assurances to requirements and readiness as appropriate.
* Ensure resolution of all noncompliance issues and/or risks. Support project risk review boards and discrepancy review board meetings. Monitor and track discrepancy reports and projects issues/risks throughout lifecycle.
* Participate and monitor system configuration change requests through configuration change boards. Monitor vendor compliance to processes for execution, documentation and verification of system configuration changes.
* Provide weekly and monthly reporting to customer, providing additional inputs as needed to assist in customer presentations.
* Serve as a technical liaison between project system safety, reliability and project software engineers to ensure proper interaction with the development and test organizations through lifecycle activities.
* Ensure compliance with various test and operational procedures and requirements in support of operational ground system supports, including product delivery, operational and test configuration management controls, and day to day ground project conduct
* Ensure approved drawings and procedures are documented, reviewed and available for use
* Participate and prepare for (e.g. analyses, presentation materials, and other documentation) Material Review Boards (MRB), Configuration Control Boards (CCB), Failure Review Boards (FRB), and design reviews.
* Review manufacturing flow plans for adequacy and review operational check points for Mandatory Inspections Points (MIPs).
* Evaluate NASA and NASA supplier facilities for required equipment, processes, personnel, training, and capability for producing quality deliverables in compliance with agency and project requirements.
* Have a working understanding of software assurance activities, including software test witnessing, software process auditing, software requirements traceability, and software problem reporting.
* Be a self-starter, able to work independently with little or no supervision.
* Be pro-active and confident, as well as a team-player who is able to interface with technical and management personnel.
* Excellent communication skills, both verbal and written
