Responsibilities


Sayres is seeking a Sr. Network Engineer / Sr. Program Manager with active Secret security clearance, verifiable in JPAS.


The Senior Network Engineer / Sr, Program Manager will be assigned as the Consolidated Afloat Network and Enterprise Services (CANES) MQ-25 Stingray Unmanned Carrier Aviation (UCA)/CANES Integration Sr. Network Engineer / Sr. Program Manager in support of PMA 268 and NIWC PAC.


The Senior Network Engineer will be responsible to provide technical and programmatic analysis in support of Naval Systems Open Architecture and technology initiatives, tracking all project tasks, action items, deadlines and deliverables in support of CANES Application Integration Process on PMA 268's behalf. They will prepare briefings, review, and author white papers, develop and track financial obligations associated with UCA/CANES integration efforts throughout the AI process. They will represent PMA 268 and NIWC PAC interests and liaison between PEO C4I and numerous other internal and external stakeholders concerning PEO C4I policies, network design, configuration and certification, installation and integration challenges, procurements, and ILS.


Position is located in San Diego, CA.


Qualifications & Clearance Requirements


This position includes:



  • Performing technical, cost and schedule planning, and oversee comprehensive UCA/CANES system and System-of-Systems (SOS) integration for UCA based on PMA 268 acquisition/delivery schedule. Execute the day-to-day operational requirements by planning, monitoring, measuring, evaluating, technical CANES baseline management in support of UCA/CANES integration testing.

  • Establishing relationships with the technical teams at NAVAIR, NAVSEA, shipbuilding facilities, various Program Executive Offices, and NIWC PAC to facilitate the integration of mission control station of the MQ-25 Stingray shipboard system.

  • Assisting with facilitation of all testing within the NIWC PAC and NAVAIR testing laboratories. Evaluate test plans, participate in system testing planning and execution meetings.

  • Performing pre-delivery analysis and develop cost, schedule, and scope for subsequent engineering efforts throughout the ECR and SETR processes as appropriate to facilitate comprehensive UCA platform considerations in all milestones and decision gates.

  • Performing technical and schedule planning, and oversee comprehensive UCA/CANES system and System-of-System (SOS) integration

  • Supporting PMA 268 to enter and complete the Application Integration (AI) Process

  • Developing and maturing AI SIT Documentation (Service Request Form (SRF), Operational Survey, etc.)

  • Leading AI SIT event planning

  • Identifying all costs required for resolving integral interface problems associated with the UCA/CANES integration for each CANES HW/SW CVN baseline and any variances that exist in the operational fleet environment.

  • Developing and maintaining the project Integrated Master Schedule (IMS)

  • Planning, coordinating, and executing project briefs for internal and external customer as defined by GOVT leadership.

Education, Work Experience, Skills, and Clearance Requirements



  • Bachelor's Degree desired

  • 3-5 years of Navy tactical C4I network engineering, specifically hypervisor, switching, and routing.

  • 3-5 years of data links and various satcom and wireless technologies used in the unmanned aircraft space.

  • 3-5 years of Navy Systems Command, Acquisition/Integration Program Office experience or TYCOM experience with Combat Systems

  • 3-5 years of software installation/SOVT knowledge (SW install/SOVT experience a plus)

  • Working knowledge of carrier aviation and flight deck operations on board a CVN or LHD

  • Understanding of the System Engineering Technical Review (SETR) process

  • Understanding of Risk Management Framework (RMF) process

  • Experience with US Navy network installation on new construction afloat platforms is a plus

  • Excellent verbal and written communication skills

  • Proficiency in Microsoft Word, Excel, PowerPoint, Visio, and MS Project is desired

  • 10-15% travel required.

  • Valid active Secret security clearance required
