Overview

Plans, coordinates, evaluates, and manages daily business operations in the Nurse Family Partnership (NFP) program. Oversees business support for the clinical teams in order to ensure effective and efficient operations in keeping with the VNSNY's strategic goals. Manages the development and reporting of performance indicators, billing, accounts receivables, and reimbursement for patient care services. Ensures business operations and reimbursement mechanisms are in place to ensure program sustainability. Implements, coordinates and manages business operations and support for the NFP Program to meet the regulatory and contractual requirements of the National NFP Program and the NYC DOHMH, and the goals of VNSNY Home Care. Works under general direction.


Responsibilities

Collaborates with Nurse Family Partnership (NFP) Director to develop short- and long-term objectives for business operations consistent with program and VNSNY goals and objectives. Participates with senior management to review and evaluate NFP business and clinical operations to ensure that financial and performance improvement functions and targets are met.

Works with NFP Director and VNSNY finance/operations staff to identify, implement and maintain cost effective and efficient operational processes and procedures. Monitors and analyzes program billing and financial reports to ensure timely and accurate processing that supports national NFP and VNSNY Home Care requirements. Recommends and implements appropriate corrective measures to maintain program standards.

Manages day-to-day NFP reporting activities, including Performance Improvement initiatives and operating budget. Produces reports for both internal and external audiences, including program staff, senior management, NYCODHMH, outside funders, etc. Reviews and monitors reports to ensure efficient, timely and accurate processing; recommends and implements corrective measures for issues to maintain program standards and to meet program goals.

Serves as Data Manager for the program. Monitors, interprets, and analyzes data from multiple sources (National Service Office/ETO, Mainframe, NYS MIECHV/NYC DOHMH) to ensure compliance. Communicates with NYC DOHMH, NYS DOH, NFP NSO, and VNSNY IT as needed to obtain and interpret accurate, timely program data and produce reports. Communicates root cause data analysis to NFP management; develops, implements, and evaluates corrective actions. Develops, implements and revises, as needed, data management policies and procedures to ensure timely and accurate data entry.

Leads NFP IT projects, such as transition to a new electronic data collection system and transition from VNSNY Mainframe to a new billing system.

Analyzes business operations (e.g., procedures, workflows) and develops standards to maximize efficiency and meet operational needs. Develops, implements and revises, as needed, procedures and workflows for timely and efficient intake and processing of NFP referrals, ensuring high quality customer service. Manages permanent client records, ensuring compliance with HIPAA and storage requirements.

Identifies and analyzes technical problems through the use of computerized and other management tools. Implements corrective measures for monitored problems to meet program goals.

Collaborates with other VNSNY programs/departments on projects to maximize cost effectiveness and productivity while meeting compliance requirements, and to meet program goals that involve multiple departments (e.g. IT, Revenue Cycle, Quality, Finance, Compliance, Strategy, etc).

Coordinates departmental projects, prepares timelines, project plans and provides direction for business staff. Follows up with staff to ensure timely completion, and keeps management informed of progress.

Works with business and clinical staff to ensure compliance with Cribs for Kids and GOOD+ distribution and reporting requirements.

Interprets and explains VNSNY, Human Resources and Collective Bargaining policies/procedures to program staff, and ensures that all new and revised procedures are communicated and implemented, as appropriate.

Collaborates with clinical management to ensure appropriate business support staff when necessary. Reassigns and deploys operational staff when needed to support team activities.

Collaborates with the Director, NFP and VNSNY Home Care leadership to ensure completion of all internal and external audits according to established guidelines.

Performs all duties inherent in a managerial role. Ensures effective staff training, evaluates staff performance, provides input for the development of the department budget, and hires, promotes and terminates staff and recommends salary actions, as appropriate.

Participates in special projects and performs other duties as required.


Qualifications

Education: Bachelor's degree in Business Administration or Health Care Administration or other related discipline required. Master's degree in Health or Business preferred.

Experience: Minimum of three years health program management experience or five years general business/management experience required. Proficiency in Personal Computer applications, including Microsoft Word & Excel required. Strong knowledge of operations of manual and automated office systems and procedures required. Effective oral and written communication skills also required.
