Job Description
WANTED: A Senior Technical Advisorfor the Joint Interoperability Test Center (JITC) Test, Evaluation, and Certification (TEC) program at Fort Huachuca, AZ.

A week in the life of the T&E Principal Technical Advisor:
Provide advice and recommendations to the Command and Staff via formal and informal meetings, and formal papers on the newest scientific and technological improvements for DOE, C5ISR, M&S, Cloud networking, AI, and leading-edge networking concepts as they pertain to the development of T&E policies and procedures for the JITC
Perform professional assignments in the general area of computer hardware, software, and firmware such as: computer system protocol analysis, computer operations, programming, data base structuring and management, and T&E of C5ISR, AIS, and IT/NSS
Demonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top-level contributor/specialist
Define system requirements based on user/client needs, cost, and required integration with existing applications, systems, or platforms
Design new solutions or recommend improvements to existing implementations
Design and develop technical standards and functionality tests for new capabilities
Develop specifications, prototypes, or initial user guides
Oversee specific software code development and maintenance, and the development, documentation, and maintenance of test automation in accordance with quality assurance standards
Accomplish program and mission goals by relying on extensive experience and judgment
Perform a variety of complex tasks with a wide degree of creativity and latitude
Provide consultation on complex projects and be a top-level contributor/specialist
Provide detailed information, advice, and direction to organizational leadership and technical teams
Provide and present technical assistance for applications of advanced theory, principles, concepts, and methods
Conduct research and provide recommendations that support strategic initiatives such as the development and enhancement of the organization's technical T&E strategies, networks, laboratories, automation, and instrumentation
Oversee research, evaluation, and implementation of new technologies
Identify issues associated with implementation of emerging technologies and appropriate courses of action
Work with the Government to ensure that recommended solutions meet the organization's goals and objectives
Oversee the technical work of project administrators, their project teams, and task order leads
Provide precise communications to government and contractor leadership regarding work being proposed or performed, productivity, process improvements, and status
Look for opportunities to publish JITC related Professional Journal T&E articles with the JITC Commander, Deputy Commander, and the JITC Technical Advisor. Examples of Professional Journals are the ITEA Journal, the DAU PM Quarterly Publication, and the MORS Journal

Job Requirements
REQUIRED EDUCATION AND EXPERIENCE:
Master's degree in a relevant technical curriculum to include various engineering and science disciplines, Physics, Operations Research, Computer Science, and Mathematics; Doctorate strongly desired.
At least 15 years of relevant T&E experience with C4ISR / C5ISR, AIS, and IT/NSS systems and components
Experienced in Science Based Test Design (SBTD)
Current TOP SECRET or higher clearance eligibility
ITIL ITSM / DESMF understanding and recent experience in implementing within the DoD IT Enterprise
Joint Interoperability, Operational or Developmental Test Experience, IT related T&E experience preferred
ESSENTIAL REQUIREMENTS:
Clear understanding of ITIL ITSM / DESMF best practices and methodology.The Senior Technical Advisor would assist the Government and our AMERICAN SYSTEMS IT T&E team in ensuring implementation.
IT/NSS and C4ISR / C5ISR T&E collaboration with academia is preferred, specifically with the various DoD DOT&E and DDT&E SBTD ongoing work with the Naval Postgraduate School and the Air Force Institute of Technology
Government or industry training is highly desired and includes: DAWIA T&E Level III certification, SPRDE Level III certification, CTEP certification, and applicable United States Federal or DoD school training and certification on a specific system, network, or technology
Must be expert at problem solving, identifying risk, and communicating results and recommendations
Current Project Management Institute Project Management Professional certification preferred
Must be able to work in a very dynamic and ever-changing environment
Must have above average written and verbal interpersonal skills and be able to articulate technical ideas, solutions, issues and status to senior level Government decision making customers and stakeholders
