Job Summary


The Payroll Manager position will oversee and supervise the SSA multi-state sites payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations.


Job Responsibilities



  • Responsible for the oversight of 7 payrolls among the SSA sites, including both union and nonunion 1800+ employees.

  • Main administrator in the ADP system for the SSA sites.

  • Gather payroll data and prepare payroll management reports.

  • Manages the collation and distribution of payroll and benefit data on a quarterly basis, along with being the point of contact for the tax providers.

  • Support preparation of US year-end reporting requirements (W2s) and importing data for medical benefits (1095).

  • Review and resolve error reports

  • Update new earnings codes/accumulators

  • Serve as Payroll Subject Matter Expert (SME) for ad hoc projects, which includes interfacing files with HRIS, benefits systems, and process improvement initiatives.

  • Prepare and process garnishment payments to federal, state and local jurisdictions.

  • Manage unclaimed wages through state escheatment regulations.

  • Support other Payroll processors Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.

  • Ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.

  • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.

  • Facilitates audits by providing records and documentation to auditors.

  • Identifies and recommends updates to payroll processing software, systems, and procedures.

  • Performs other duties as assigned.



Requirements



  • Bachelor degree in Accounting, Business Administration, Human Resources, or related field required.

  • 5 years experience of US payroll.

  • 1 year experience with ADP EV5 payroll and preparing required reports.

  • 1 year experienced in processing non-union, union and salaried populations.

  • U.S. persons with ability to obtain a Department of Defense Security Clearance.

Preferred Qualifications


  • Multi State Payroll experience accommodating upwards of 1800+ employees

  • Excellent organizational skills and attention to detail.

  • Strong analytical and problem-solving skills.

  • Strong supervisory and leadership skills.

  • Proficient with Microsoft Office Suite or related software.

  • Proficient with payroll software.

  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.

  • Ability to manage and analyse large volumes of data and summarize for allocations and management reporting.

  • Worked in manufacturing environment
