A Transmission Planning Engineer position in the Transmission & Distribution Engineering department is open for placement. This position could be located at our Headquarters office in Anadarko or at our satellite office in Moore, Oklahoma.


SUMMARY: Under the general supervision of the Manager, Transmission & Distribution Engineering, the Transmission Planning Engineer develops long-range transmission plans in compliance with NERC Standards, provides system operating support, performs complex system studies including power flow, transient stability, short-circuit, contingency analysis, generation dispatch, and others to determine the feasibility of interconnections, planned transmission upgrades, generation additions, facilities necessary to accommodate Southwest Power Pool (SPP) transmission service requests, generation interconnection requests, and others as needed.


ESSENTIAL DUTIES AND RESPONSIBILITIES: Includes the following; other duties may be assigned. Conducts system planning studies, including power flow and short-circuit studies, using models of different seasons from the present to many years into the future. The studies examine system conditions under normal and contingency scenarios to determine any potential system operating limits (SOL) violations and provide corrective action plans or operating procedures to ensure that the SOL's are maintained in compliance with NERC standards. Performs real-time studies as necessary to maintain SOL in compliance with NERC standards as requested by operations personnel. Develops company work plans (both long-range and construction) to ensure the continued supply of quality power to our customers. These work plans will include necessary additions and upgrades to the WFEC transmission system to meet regional reliability needs defined by SPP as well as WFEC's own reliability criteria as defined by our board. Provides project justifications that are included in submittals to the Rural Utilities Services (RUS) to seek their approval. Provides technical support to WFEC staff and customers in the area of transmission planning and operation. Creates and maintains system data that is used by PSSE, ASPEN, One-Liner, and other software tools used for system studies. Provides updates to SPP modeling database as the WFEC system changes. Responds to customer requests to determine the feasibility of increasing their power consumption. Studies these conditions to arrive at their effect on the WFEC system (line overloading and voltage excursions). Supports budget estimates for all projects being considered or planned over the budget horizon. Performs research as necessary to keep informed of technical development in the power transmission industry.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required. At the option of the hiring official, a candidate will be placed in one of the following Transmission Planning Engineer levels based on education, experience, knowledge, skills, and behaviors required.


Education and Experience:


Transmission Planning Engineer I - ($72,902 - $113,072): A Bachelor's degree in Electrical (preferred), Civil or Mechanical Engineering or a related field is required. Entry level electrical engineer who assists higher classifications or more experienced engineers in work pertaining to long-range transmission plans, system studies of interconnection feasibility, transmission upgrades, and generation expansion to accommodate SPP transmission service requests and generation interconnection requests. Assists with technical issues, engineering information, reporting, and modeling, as well as transmission system planning, including load/zone and baseline reliability studies. Develops positive communication and productive relationships with fellow employees, industry contacts, member cooperatives and WFEC management.


Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of employees, managers, clients, customers, and the general public.


Math Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry, trigonometry, calculus and differential equations. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


Computer Skills: Working knowledge of applicable computer programming languages related to electrical engineering such as PSS/E, Milsoft, and Aspen. Proficient at operating personal computers using Microsoft Office Suite.


CERTIFICATES, LICENSES, REGISTRATIONS: This position requires a current driver's license.


WORK SCHEDULE REQUIREMENTS: This position may require overtime and travel on short notice.
