Primary Role

The Utility Mechanic III may be assigned to perform any responsibility that lies within the capability of the employee based on experience, knowledge, qualifications, and training.

Key Accountabilities

• Locates, accesses, operates, and/or repairs company facilities such as, but not limited to, mains, hydrants, blow-offs, services, curb stops, shutoff valves, and plumbing fixtures. Investigates and diagnoses hydraulic variations that may adversely impact system operations and customer service, and initiates corrective action. 


• Coordinate, monitor, and control the safe and efficient utilization of Company resources, when assigned. Safely and effectively direct the workforce under his/her direct supervision. When working as a crew leader the Utility Mechanic III is responsible to uphold all Company policies and procedures relative to safety and act in a professional manner to reduce the exposure of hazards to their crew members, customers, contractors and themselves.


• Maintain a safe and compliant Job site at all time. Satisfy all State, OSHA and traffic standards.


• Report and document any unsafe acts. 


• Performs distribution system tests including, but not limited to, fire flows, customer service lines, and pressure losses.


• Locates company facilities, and in accord with the Underground Facility Program, marks-out company facilities and initiates requests to mark-out other utilities' facilities. Operates and repairs company facilities such as, but not limited to, fire hydrants and distribution system valves.


• Completes house-to-house connections at customers' accounts to maintain service. 


• Completes the installation of facilities including, but not limited to, water services, main extensions, fire hydrants, valves, and blow-offs.

Key Accountabilities - Continued

• Collects and evaluates water samples, as directed, in accord with established water quality practices. Transports materials to and from facilities and/or job sites.


• Prepares company facilities for adverse weather conditions. Restores service to frozen company facilities, as required. Records pertinent data and maintains accurate records (SAP, Clic, MapCall, Advantex, Trimble, GIS Viewer, etc.). Responds to inquiries accurately and professionally and, when necessary, involves the appropriate individuals to resolve customer and company-related issues and to achieve the highest level of customer service in all areas of responsibility. 


• Reports conditions in the field that may adversely impact customer service or the public safety, as well as conditions that may result in damage to company facilities.


• Conducts water loss audits including, but not limited to, pipe and fixture inspections and usage patterns at customers' accounts. Inspects and tests cross-connection control prevention devices and backflow prevention devices. 


• The Utility Mechanic/Inspector may be assigned to perform responsibilities either individually or in conjunction with other employees and may also be assigned to direct other employees.

Knowledge/Skills

• Must possess geographical knowledge of the company's service area and distribution system, as well as an understanding of gradients, piping networks, basic fluid and flow principles, and basic electrical theory and related safety procedures.


• The individual must be capable of interpreting diagrams, blueprints, schematics, and maps and possess a working knowledge of cross-connection control and reduced pressure zone backflow preventors.


• Working knowledge and understanding of contracts covering the installation of water mains, valves, fittings, fire hydrants, and services to ensure that facilities are installed in accord with contract.


• The Utility Mechanic III must be detail-oriented and capable of preparing and maintaining accurate records and documents within the Company’s established systems.


• Working knowledge of company policies, procedures, and safety practices, as well as federal regulations regarding confined spaces, trenching and shoring, and Competent Person.


• The Utility Mechanic III must be capable of safely directing an assigned workforce at all times.


• The Utility Mechanic III must be capable of operating Company equipment and vehicles necessary for the completion of assigned responsibilities and possess a Commercial Drivers’ License with appropriate endorsements.


• The Utility Mechanic III may be required to qualify to operate equipment such as but not limited to back hoes and front loaders..


• The individual must be able to perform the essential functions and meet the physical requirements of Utility Mechanic III.


• Knowledge of various materials utilized in the transmission and distribution system and an ability to properly and safely make necessary taps, restraints, and repairs to ensure the integrity of the transmission and distribution system.


• Excellent communication skills.


• Prior leadership experience required.

Experience/Education

• Minimum of five years of experience as a Utility Mechanic II or equivalent experience.


• Will be required to pass an interim and final qualification examination(s) developed by the company prior to the conclusion of the qualification period.


• Failure to successfully complete the probationary period will result in disqualification.

Certifications & Licenses:

• Possess a Commercial Drivers’ License with appropriate endorsements.
