Role and Responsibilities

Summary

Acting under the authority of the Transportation Security Administration (TSA) Specialized Security Training (SST) Program Manager, the Curriculum Project Manager is the central point of contact with the TSA for all instructional system design issues on Curriculum Project Task Orders awarded under the TSA SST contract. This position supports the Task Order Program Manager, represents CAE as required at all Curriculum Project Task Order meetings and is responsible for Curriculum-specific Task Order-level issue resolution.

This position is contingent upon program award.

Essential Duties and Responsibilities

  • Support the TSA SST Curriculum Project Task Order proposal, negotiation, award and delivery processes

  • Form, lead and manage In-Process Teams (IPT) in response to Curriculum Project Task Orders to ensure compliance and on-time delivery of curriculum projects

  • Develop and manage Curriculum Project Task Order schedules, budgets and activities

  • Manages team(s) of courseware developers, multi-media developers, information systems specialists, instructional designers, subject matter experts, and analysts in project execution

  • Collaborate with TSA, subcontractors, subject matter experts and a wide variety of functional areas to delivery compliant Curriculum Project Task Orders on time and within budget

  • Prepare, conduct, and run medium to large technical and management meetings with internal and external customers

  • Maintain positive teaming relationships with subcontractors and manage subcontractor performance

  • Act as capture team leader to deliver compelling and FAR-compliant Task Order proposals

  • Ensure adherence to Project Management Principles as regulated by the Program Management Institute

  • Ensure adherence to the Quality Management System and compliance with AS-9100C standards.

  • Attend necessary weekly, monthly, and quarterly meetings as required or directed by the Program Manager and or TSA.

  • Travel as required to support TSA SST Program requirements, Task Order delivery and to maintain positive customer relationships

Qualifications and Education Requirements


  • Bachelor's Degree from an accredited institution of higher learning

  • 5 years of SCORM-compliant curriculum and instructional system design experience

  • Experience with customer interaction involving government contract deliverables, training, and acceptance of requirements

  • Recent Project Management experience, team leadership and team integration

  • Strong knowledge of program budget and schedule development

  • Proficient in Microsoft Office Suite of applications, especially PowerPoint and Excel

  • Must be eligible for DoD Personal Security Clearance

PREFERRED SKILLS


  • PMP Certification

  • Experience managing proposal development

  • Experience with Microsoft SharePoint a plus

  • Experience with Microsoft Project a plus

  • Experience with determining/reporting Earned Value Management highly desired

  • Experience managing complex budgetary and proposal activities

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. Access and store all government and proprietary information electronically on company provided resources.

  • Incumbent must be eligible for any required Government Personal Security Clearance.
