POSITION SUMMARY
Purchases, plans and coordinates material movement throughout the manufacturing and inventory cycle for materials and products of high volume and/or variety and moderate complexity. Obtains the best value and price for materials and services and ensures performance to the master production schedule to achieve continuous production flow.

ESSENTIAL FUNCTIONS
1. Identifies and recommends potential suppliers by researching parts, equipment, machinery, services, and materials availability. Develops potential bidder's lists and initiates formal requests for quotation or proposal.
2. Analyzes quotes and/or proposals and selects suppliers based on best overall value for assigned commodities. Negotiates price, delivery, quality and service for a variety of moderately complex or technical materials, supplies or services. Evaluates bids for standard and non-standard items. Establishes long term agreements (LTA's) by determining material requirements and recommending agreement terms.

3. Maintains accurate lead times for assigned commodities and outside processing services. Purchases parts, equipment, and materials by preparing and submitting purchase orders with approved suppliers.
4. Individually, or as part of a technical and/or quality team, conducts supplier evaluations. Targets key suppliers and develops necessary performance improvement plans to meet certification requirements. Monitors supplier performance; determines and implements corrective actions to resolve impending supplier failure to fulfill contractual agreements that may delay production or delivery.

5. Resolves shipment quality discrepancies by mediating supplier/manufacturing issues. Facilitates the resolution of issues by arranging and participating in conferences between suppliers and company personnel. Negotiates and settles damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes with suppliers.

6. Identifies a variety of raw material and component requirements for production from engineering and production specifications and schedules of moderate complexity. Coordinates material movements between internal work and storage areas and/or outside suppliers to ensure materials are available as needed.
7. Prepares work orders or purchase requests for the production, outside processing, or purchase of components or parts based on a master production schedule, shop load, and inventory level objectives. Confirms materials supply and production demands; advises management of the status of work in progress. May schedule and expedite the movement of parts by means of move orders, stock transfers, and requests for shipping orders.

8. Coordinates cross-functional activities with Quality Assurance, Manufacturing, Purchasing, Engineering, Inventory Control, Shipping/Receiving, and Contract Administration to ensure a smooth flow of materials through the production process.

9. Supplies continuous improvement techniques and methods to internal processes and systems. Analyzes inventory usage, scrap, and waste, and recommends any appropriate actions to minimize loss, reduce inventory, and/or increase inventory turnover.

10. Prepares moderately complex reports by collecting, analyzing, and summarizing information and trends.

11. Maintains professional and technical knowledge by attending educational workshops, reviewing technical or trade publications, establishing industry networks, and/or participating in professional associations.

12. Complies with federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions. Complies with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.

13. Shares specialized knowledge with others. Represents company on specific projects. Mentors new employees. Contributes to team effort by accomplishing related results as needed. Work assignments may include cross-functional or project team responsibilities (e.g. continuous improvement).

Job Requirements: QUALIFICATIONS

Education and Experience
Bachelor's degree (BA) in Business Administration or related field, or an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field. Demonstrated ability to perform the essential functions of the job typically acquired through two or more years of related experience. APICS, NAPM, or CPM certificate preferred.

Knowledge, Skills and Abilities

Knowledge of key purchasing, manufacturing resource planning, and negotiating methods, principles and concepts and general business operations. Working knowledge of legal and regulatory requirements related to procurement. Ability to effectively apply continuous improvement methods (e.g. pull systems, JIT). Proficient in standard business application software and specialized purchasing and/or materials systems (e.g. electronic data interface (EDI) or manufacturing resource planning (MRP) systems). Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages, and interpret financial reports. Ability to research and analyze data and develop recommendations or resolve problems in a variety of circumstances. Ability to work with general work objectives regarding projects and team goals. Ability to effectively communicate and present information to suppliers, team members, team leaders, and top management. Ability to respond to significant inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to effectively demonstrate team member competencies and participate in goal-setting, performance feedback, and self-development activities.

TYPICAL MENTAL AND PHYSICAL DEMANDS

While performing the duties of this job, the employee is required to sit. The employee frequently is required to use hands to operate a computer, talk, and hear. The employee is occasionally required to stand and walk. Specific vision abilities required by this job include close vision. Also expected of the employee is regular attendance, the ability to work cooperatively and professionally with others and members of the public, and the ability to manage multiple tasks at once. Overnight, long distance travel may be required, based on the individual needs of the position.
