Product Owner Manager

Role Summary:

The Product Owner Manager will manage Product Owners who are part of a team that serve the purpose of developing, delivering, and sustaining software products necessary to support the WPS Military and Veterans Health's (MVH) TRICARE contracts. The cross functional teams will consist of Product Owners, Scrum Masters, System Developers, Business Analysts, and Business Subject Matter Experts. The individual will work closely with the MVH leadership to execute and support MVH's strategy for managing government contracts related to claims processing and customer service functions. This includes participating in management reviews, measuring benefit of software development, presenting, and communicating to WPS partner and government customers.

We will be reviewing applications for this opportunity no earlier then mid to late April.


In this role you will:



  • Establish, enforce, maintain, and monitor software delivery lifecycle (SDLC) metrics as delivered by scrum specialists.

  • Establish and monitor quantifiable business outcome metrics to serve as key indicators.

  • Play a key role in adapting Agile - Scrum frameworks to meet changing business requirements in our relatively newly formed Agile environment.

  • Define and measure Scrum performance based on impact to MVH business units.

  • Establish and maintain clear business-driven allocation channels to track contract spending for value delivery against targets.

  • Modernize our claims processing systems scrum team.

  • Establish a successful management of up to 15 people consisting of Product Owners.

  • Partner and/or communicate backlog and prioritization, scrum goals and metrics with the MVH business units, Prime Contractors and the Defense Health Agency (DHA).

You need to have:



  • U.S. citizenship is required for this position due to Department of Defense restrictions.

  • Bachelor's Degree in related field or equivalent post high school and/or related work experience.

  • 3 or more years of related work and/or leadership experience.


We also prefer:



  • 5 or more years of working within Scrum framework

  • 5 or more years of management experience or leading teams.

  • Strong motivational skills.

  • Experience with team Foundation servers (or other agile SDLC software like Jira, Rally, VSTS, Trello, or others).

  • Comprehension of business intelligence tools like Power BI, Tableau etc.

  • Previous work experience in a healthcare claims processing environment.

  • History working with Government contracts, including contract modifications.

  • Lean Six Sigma or similar experience.



This role is open to considering 100% remote work, we are highly interested in applicants that are regionally local to the Madison area, to be able to come into the office on occasion after Covid-19.

Your team:
This area consists of Product Owners, Scrum Masters, Business Relationship Manager responsible for ushering and prioritizing technology projects at the enterprise level. In association with Program Manager whom supports the scrum team as a business subject matter expert. This role will be leading a team of 5 - 10 individuals.
