We have an opening for a Foreign National Access (FNA) Coordinator in support of Laboratory Protection Division (LPD) at the Oak Ridge National Laboratory (ORNL).

We are the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. Our diverse capabilities span a broad spectrum of scientific and engineering disciplines, enabling the Laboratory to explore fundamental science challenges and to carry out the research needed to accelerate the delivery of solutions to the marketplace. This position is responsible for providing oversight for the Foreign National Access Program. This position ensures that ORNL is in compliance with DOE O 142.3A.

In this position you will be part of a dynamic team that solves challenging issues for our nation's security.

Job Duties and Responsibilities:


  • Provide work direction and serve as the primary interface for the Foreign National Office (FNO) in the resolution of issues and problems.

  • Promote an environment of team work and excellence in customer service to enable science at ORNL.

  • Serve as the primary interface to the PAS system administrator in the identification of issues and in the resolution of problems.

  • Serve as the primary point of contact for FNA audits, inspections and survey teams.

  • ORNL has the largest FNA program. Benchmark with other DOE sites as necessary.

  • Serves as the Chairman of the Noncitizen Access Review Working Group (NARWG).

  • Compilation and submission of monthly FN metrics to management.

  • Make decisions and judgments related to FNA issues as appropriate.

  • The FNA PM must act professionally in light of various situations with staff and/or visitors.

  • Provide guidance and consultation to customers, LPD management and FNO staff.

  • Create, revise and maintain all procedures related to FNA.

  • Establish and maintain effective working relationships with internal and external customers.

  • Coordinate/perform self- assessment of the FNA program on an annual basis.

  • The FNA PM will possess excellent interpersonal, oral and written skills and will be a team player.

  • FNA PM will have a thorough understanding of visa/immigration issue and will be able to advise staff as appropriate.

  • Ensures a safe working environment for all staff.

Basic (Required) Qualifications:


  • Bachelor's degree in Business, Criminal Justice or other relevant discipline

  • A minimum of two years' experience, or equivalent combination of education an experience.

  • This position requires an active DOE Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

Preferred Qualifications:


  • Demonstrate planning and organizational skills.

  • Ability to coordinate many projects simultaneously with changing priorities.

  • Must possess the ability and willingness to work effectively as a member of a team as well as independently as required.

  • Ability to interface with scientific and technical staff utilizing excellent human relations skills.

  • Working knowledge of DOE orders

  • Knowledge of standard office software systems (Microsoft Office suite)

  • Strong verbal and written communication skills and compliance, documentation, interpersonal, and organization management skills

  • Organized and with the ability to prioritize and manage multiple activities simultaneously.

  • Experience working in a classified environment a plus.
