Overview:

The Nuclear Nonproliferation Division (NND) is a division operating within the National Security Sciences Directorate at Oak Ridge National Laboratory (ORNL). The division is responsible for a range of expertise, facilities, and equipment and applies these combined assets to address challenges related to nonproliferation, safeguards, treaty verification, counterproliferation, and global nuclear security..The Security Science and Engineering Group (SSE) within the Nuclear Nonproliferation Division (NND) at the Oak Ridge National Laboratory (ORNL) seeks applications for a Nuclear Nonproliferation Project Specialist TP01 or TP02. The candidate will be working with security subject matter experts on a variety of international and domestic projects sponsored primarily by the DOE's National Nuclear Security Administration (NNSA) but also including potential sponsorship from: the US Department of State (DoS); Defense Threat Reduction Agency (DTRA); the International Atomic Energy Agency (IAEA); and the Nuclear Regulatory Commission (NRC).

Major Duties/Responsibilities:


  • Work domestically and internationally to implement security objectives defined by sponsors.

  • Lead or participate on multi-functional and multi-organizatoinal teams responsible for the design and implementation of security systems and programs to protect high consequence or high value assets such as chemicals, biological agents, radiological and nuclear materials and facilities and explosive materials.

  • Develop and implement country strategies to implement effective security systems and programs with partners.

  • Conduct security assessments of partner security programs with a team of experts to identify areas of potential improvement an cooperation.

  • Interface with US government entities such as the Defense Threat Reduction Agency (DTRA), the Nuclear Regulatory Commission, the Department of State, and Department of Energy organizations on security matters and activities.

  • Engage with international partners to include the International Atomic Energy Agency (IAEA) to enhance protection regimes.

  • Participate in the technical development of partner's security staff through joint projects, workshops, technical engagements and meetings, and training program development and implementation. These activities may occur in meeting rooms and in operational areas of partner facilities.

  • Participate in vulnerability and risk assessment activities'

  • Lead and coordinate technical meetings and calls to include virtual meetings with domestic and international participants.

  • Review and comment on project reports, presentations, and papers for quality, accuracy, and suitability to meet the requirement.

  • Lead/manage projects involving physical security, nuclear material control and accounting, response forces, and transport security. Additional project areas include insider threat mitigation, system sustainability, laws and regulations, and other technical areas.

  • Assure compliance of US Export Control requirements for information and technology exchanges with foreign nationals.

  • Maintain, develop, and optimize content for established, new or modified technical exchange material.

  • Develop or contribute to development of project schedules, budgets, and control costs for project activities.

  • Plan, organize, coordinate, and lead large-scale security events to promote program objectives.

  • Collaborate with ORNL personnel, scientists, technical, and craft personnel for production and research projects internally and externally to ORNL.

  • Ensure compliance with environment, safety, health and quality program requirements.

  • Maintain strong commitment to the implementation and perpetuation of values and ethics.

  • Maintain extensive international and domestic travel schedule and all of the supporting logistics associated with the location.

Qualifications Required:


  • B.S. degree in an engineering discipline, or a degree in a discipline readying the candidate for the SSE Group's international work, such as International Relations or Global Security.

  • Excellent interpersonal and communication skills (written and verbal) to interact with co-worker, customer, design, research, development, and vendor personnel.

  • Ability and commitment to writing reports on weekly, monthly, and project summary bases as well as collaborating on journal publications and conference presentations.

  • Computer skills and competence with Microsoft Word, Excel, PowerPoint and Project products.

  • Self-starter able to set priorities to accomplish goals and meet milestones independently and collaboratively in a team environment.

Special Requirement:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
