The MIT Lincoln Laboratory seeks an experienced, innovative, and strategic leader as the Director of Finance. Lincoln Laboratory is a federally funded research and development facility which is a part of MIT (Massachusetts Institute of Technology). The Laboratory represents MIT's largest Lab and is comprised of approximately 3,600 employees and 600 subcontractors, most of whom are primarily onsite in Lexington, MA. In this newly modified position, the Director of Finance for MIT Lincoln Laboratory, will lead and manage the central finance department, be the career manager and lead the center of excellence for all finance professional throughout the laboratory, and serve as a strategic partner to the Laboratory leadership. As the department head, this position will hire and develop a team of professionals that as a group will become a Center of Excellence in the field of finance strategy and operations. The Director of Finance must work collaboratively with Laboratory wide Leadership to develop the financial strategies and goals for the Laboratory. The Director of Finance is responsible for the expert stewardship of the Labs financial resources, and leading the Labs strategic financial planning, including the development of an annual operating budget, financial forecasting and resource planning and analysis. This position will be responsible for reporting the Labs financial performance to the Director, and externally to the Government, MIT leadership, consortiums, and other professional organizations.

To achieve these results, The Director of Finance will directly manage resources within the Department and exercise oversight of the senior finance managers within Technical Divisions and Administrative Departments and Offices throughout the Laboratory through a matrix reporting structure. This position requires strong leadership and change management skills to lead the complex finance organization through a major modernization program while implementing changes to government financial relationships and internal organizational reporting. Success in the position will be measured on this ability. The Director of Finance reports to the Assistant Director of Operations and has additional reporting responsibilities to the MIT VP of Finance.


Job Overview



  • Working with the Leadership Team, to establish the vision and strategy for the financial management of the Laboratory

  • Leading the Laboratory's increased focus on optimizing financial operations, accountability, and reporting

  • In collaboration with the Laboratory leadership, establish the Laboratory financial priorities and goals for both the annual and multi-year plans

  • Identify and provide financial guidance and leadership in Lab initiatives and projects

  • Leading the delivery of high-quality services in a dynamic and complex environment with a drive for continuous improvement and transformative change

  • Hire, retain and develop diverse employees for the central finance department and senior finance professionals Lab-wide in both a direct and matrix reporting structure

  • Develop and maintain collaborative working relationships with the Leadership of the Laboratory research business units through a period of transformative change

  • Interface with Laboratory staff at all levels of the organization including Senior Management, Contracts and Compliance Office, Program Management Office, other Division and Department leadership

  • Leading an enterprise portfolio including, Accounting, Planning and Analysis, Financial Operations, Property Management and Travel

  • Provide the vision, leadership and organizational change management that accompanies financial modernization efforts including the digital enterprise transformation program.

  • Anticipate and react to external changing business conditions with objective analysis and solutions including new or revised key metrics

  • Assure continuous improvement, best practices, and efficiencies in all areas of Finance to establish a Center of Excellence in this area

  • Develop and provide training on finance best practices for modeling and reporting to the laboratory business community while working in a supportive and collaborative environment

  • Provide DoD regulatory and fiscal policy expertise and guidance on all financial matters, in particular those relating to cash management, budgeting, funding, execution, property, and finance contractual requirements

  • Provide leadership and expertise on areas of changes related to fiscal regulations/laws that impact FFRDCs/universities in general or MIT


Qualifications



  • Demonstrated experience in leading large teams/organizations in strategic planning, process improvement, and change management is required

  • Demonstrated excellent interpersonal, communication, presentation, and problem-solving skills are required

  • Demonstrated experience with, and broad financial operations knowledge of, Government related financial management including planning, estimating, funding, accounting, and reporting (DoD experience is strongly preferred)

  • Demonstrated ability to lead teams through efficient and effective budgeting processes; established record of sound decision-making and skilled in coaching and developing experienced finance professionals (as opposed to a "command and control" leadership style)

  • Experience with DCAA and DCMA policies and procedures; and understanding of compliance and audit requirements for universities and federal awards


Qualifications Con't



  • Experience with OMB Uniform Guidance Cost Principles

  • Experience with Government oversight and audit policies

  • Experience with Government budgeting and funding process

  • Experience related to government acquisition programs and contracts

  • Strong working knowledge of DoD Financial Management Regulations and Fiscal Policy, Federal Acquisition Regulations (FAR) and Defense Supplements required

  • Knowledge of the Government Planning, Programming, Budgeting and Execution (PPBE) process is required

  • Experience in a DoD Federally Funded Research and Development Center and understanding of DoD ceiling management is strongly preferred

  • Experience in a DoD research, acquisition and contracting environment is preferred

  • Experience operating in an SAP enterprise environment is preferred


Education and Experience



  • Senior Financial Management experience is required with a minimum of 15 years of increasing management responsibility.

  • Master's Degree strongly preferred, preferably MBA or in Accounting/Business Management
