SUMMARY

Support Facilities operations for the Marine Forces Reserve (MARFORRES).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  • Serves as the primary Facilities Branch liaison to the MCRTC site leadership, unit's chain of command and the Facilities Branch for the various geographically separate and disparate MCRTC sites within the employee's assigned region. Liaison will also include the host service or organization, internal and external commands and agencies and leadership, civilian and military employees, and contracted support staff of MFR. Serves as the key facilitators between the sites, all sections of Facilities, and other sections of MARFORRES for facilities services and maintenance issues and requirements. Possible facilities services and maintenance issues and requirements and subsequent work that will be managed from start to completion include but is not limited to: facilities maintenance and repair; new construction; equipment installation; facilities planning and programming; space assignments and utilization; grounds, custodial, refuse, pest control, and pavement clearance services; contracting and procurement; physical security and force protection; intrusion detection services and critical infrastructure. Advises and provides guidance and technical assistance on routine, and emergency maintenance matters.

  • Serves as Facilities Branch construction representative for small to large facilities sustainment, restoration and modernization (FSRM) projects, up to and including approved Military Construction Naval Reserve (MCNR) projects at the various geographically separate and disparate MCRTC sites within the employee's assigned region. "Construction" for the purposes of this position is defined as the act of building of a new structure or facility; the installation of mechanical and electrical equipment and systems; the alteration of an existing structure; the major repair to an existing structure; and related clearing, excavating, filling, landscaping, and other operations incident to construction. Activities included are: review project plans and specifications in cooperation with supporting the Facilities Branch civil engineer and liaison with MCRTC site leadership; attend construction kickoff and follow-on meetings and site visits; observe and investigate construction at all stages to identify problems, report potential problems, and recommend changes to solve challenges in a timely manner; conduct on-site visits to assess construction operations for compliance with plans and specifications; monitors project milestones and ensures that completion deadlines are consistently met.

  • Provides special reports and conduct sites visits as directed by the AC/S Facilities, Deputy AC/S Facilities, Facilities Operations Officer, Facilities Chief, and the Supervisory Facilities Program Manager, etc. Reports and site visits may include the analysis of existing and planned conditions and any recommendations or proposed actions on major deficiencies in existing facilities and equipment. Reviews and edits reports to ensure accuracy of form and content prior to final submission to the requesting agencies/persons. Prepares weekly synopsis to the Supervisory Facilities Program Manager on facilities support and maintenance work in-progress, FSRM and military construction projects, open work request tickets, and all other challenges and issues for all MCTRC sites in assigned region. Attends weekly and ad-hoc meetings held by the Supervisory Facilities Program Manager to review current and emergent facilities service and maintenance challenges and requirements. As directed, employee will be required to visit substandard or unsafe facilities to assess repairs and modernization needed to meet mission requirements and accommodate equipment.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATION AND EXPERIENCE


  • A High School Diploma is required, Bachelor's Degree is preferred

  • 5 years of US Military experience in a related position or field is required (U.S. Marine Corp. experience is preferred & highly desired).

  • Excellent communication skills, both oral & written

  • Proficiency in Microsoft Excel, Word, PowerPoint, and SharePoint

  • Demonstrate the ability to carry out support tasks related to facilities operations as presented.

QUALIFICATIONS


  • Must be a self-starter with excellent time management and interaction skills and possess a willingness to learn

  • The ability to work independently and in a team setting

  • Proficiency with the Microsoft Office Suite is a must

  • Experience with SharePoint and managing projects timely is preferred

  • Good problem solving and critical thinking skills

  • Excellent oral and written communication skills

  • The ability to pass a drug screen and background check is required.

KNOWLEDGE, SKILLS AND ABILITIES


  • Experience in performing design development, analysis or review tasks independently.

  • Ability to create and modify drawings, illustrations and diagrams using AutoCAD software

  • Proficient in Microsoft applications (Excel, Outlook, PowerPoint, and Word) into a single drawing.

WORK ENVIRONMENT

Work is performed primarily in a climate-controlled office environment.
