Job Summary
The Office of Biometric Identity Management (OBIM) is the designated lead entity within the Department of Homeland Security (DHS) for biometric identity services. OBIM matches, stores, shares, and analyzes biometric data to provide accurate, timely, and high assurance biometric identity information and analysis to DHS and its mission partners.

As a high priority initiative, OBIM is undertaking the development and deployment of a new biometric system to replace its legacy Automated Biometric Identification System (IDENT). This replacement system is known as the Homeland Advanced Recognition Technology (HART) system. OBIM is now moving from the planning phase to execution phase for HART development.

Roles and Responsibilities

• Expert abilities to apply a comprehensive knowledge across key tasks and high impact assignments


• Plans and leads major communications assignments at the same time balancing priorities


• Possesses advanced communications/public affairs knowledge. Expert with print and electronic media communications content including content for Government websites and social media accounts


• Research and develop Talking Points related to HART and OBIM's overall biometric identity services, for use by OBIM's Public Affairs Officer


• Must have excellent written and oral communication skills.


• Interface directly with the OBM executive leadership


• Possess excellent attention to detail, problem solving and customer service skills.


• May supervise other contractors

Education, Experience and Skills

• MA/MS Degree or higher


• 10 years of experience

Physical Requirements / Travel

• Normal office environment


• Travel may be required
