Job Summary


The Manager of Labor and Employee Relations reports to the Deputy Director of Human Resources. The incumbent is responsible for a wide range of employee relations activities and programs. These duties include employee counseling, policy interpretation and guidance, complaint investigation and resolution, advising/coaching, and performance management. Will ensure appropriate record keeping, data collection, and make appropriate recommendations to management. Provide Labor Relations support for the Lab's three Unions including administration and interpretation of Lincoln's Laboratory's collective bargaining agreements. Responsible for communications and developing presentations for employees and managers as needed. Collaborate with HR staff and customers to ensure high level of efficiency and customer service. Collaborate with various stakeholders at the Laboratory and MIT. Seek to identify, initiate, and support diversity, equity and inclusion programs and service delivery opportunities.


Duties and Responsibilties



  • Work with managers and supervisors with matters related to contract compliance and other Labor Relations issues related to supervising union personnel and conflict resolution.

  • Help managers/supervisors address grievances, conferring with labor and management representatives to resolve employee disputes.

  • Attend joint labor management meetings, contract negotiations, impact bargaining sessions, arbitrations, and other meetings.

  • Oversee HR personnel with regard to the posting and bidding process for union positions.

  • Help develop, schedule, and conduct labor specific training programs for supervisors/managers.

  • Advise employees, managers and supervisors on MIT and Laboratory Personnel Policies and Procedures.

  • Be a subject matter expert on federal Title VII and MIT Harassment Policies and Procedures for employees and managers.

  • Conduct formal and informal investigations in response to complaints.

  • Be a subject matter expert on federal and state employment laws and regulations (i.e., FLSA, ADA, FLMA, PMFL).


Duties and Responsibilties Con't



  • Maintain documentation and record keeping of complaints and outcomes.

  • Assist managers in the development of Performance Improvement Plans.


  • Counsel employees on performance matters and outcomes.

  • Collaborate on Diversity, Equity, and Inclusion efforts in support of Institute, Laboratory, and HR initiatives and programs.

  • Identify training needs and assist in the development and delivery of training programs.

  • Use metrics and customer feedback to assess results, make recommendations, and assist in process improvement and change management.

  • Identify opportunities for business process improvement and Digital Transformation.

  • Serve on special committees and working groups and be a liaison with MIT Campus and Offices as directed.

  • Work cooperatively with Campus Human Resources, General Counsel and Institute Discrimination & Harassment Response office, where applicable.

  • Lead and/or support external/internal audits and investigations as needed.

  • Lead and/or support Labor Relations matters involving unionized employees.

  • Participate in collaborative HR cross functional area projects.

  • Perform other duties as assigned.


Requirements



  • BS in HR or related discipline, HR Professional Certifications desired.

  • 5 years of directly applicable HR experience required.

  • Demonstrated experience in complex complaint investigation and resolution required.

  • Excellent problem solving, written/oral communications, and presentation skills required.

  • Strong project management and change management skills needed.

  • Proven ability to influence without direct authority needed.

  • Work experience in a research and technology environment preferred.

  • Ability to discretely handle sensitive and confidential personnel information.
