General Summary/Overview Statement

Working closely with the Vice President, Human Research Affairs (VP HRA) the Director of Administration (DA) serves as the chief of staff for the VP HRA. This critically important role assists the VP HRA in working most effectively within HRA, with internal senior management, Mass General Brigham leadership, and the system's research community. This is a highly facilitative position that requires a combination of focus and flexibility, with responsibility for compliance, business, operational, project management, and human resources aspects of HRA. The DA is a highly resourceful and collaborative individual with a high level of administrative leadership, self-motivation and strong analytical skills. This full-time position reports directly to the VP HRA and has input into the strategic development of HRA initiatives.



Principal Duties and Responsibilities

Leadership & Strategy

* Serve as chief of staff to the VP HRA

* Assist in the implementation of the vision of the VP HRA and strategic planning for HRA. Advocate and support the goals and objectives of the VP HRA and the HRA senior management team in achieving and exceeding expectations, completing projects and other work in a timely fashion.

* Act as an adviser to the VP HRA and HRA senior management team. Assist the VP HRA and HRA senior management team in facilitating effective decision making.

* Proactively identify issues that could impact the successful execution of the VP HRA's commitments. Provide innovative solutions to maximize efficiency throughout the team and to effect financial benefit implementing and managing solutions.

* Provide leadership, direction, ongoing feedback, and development support to the HRA staff; promote teambuilding and engagement; work to ensure a positive work environment.

* Elevate issues about which the VP HRA should be aware and assist with ideas to resolve the problem and/or mitigate the risk.


Operations

* Plan and direct all administrative, financial and operational activities under the VP HRA. Develop and monitor comprehensive operating, core facility and center financial budgets. Primary responsibility and accountability for HR data changes, authorizing expenses and payments, and supporting submission of grants or developing other funding opportunities.

* Serve as liaison to attend meetings with Mass General Brigham administrative and research offices and with HRA staff.

* Act as the lead Project Director for development of new efforts including a system-wide Center of Excellence and annual national conference addressing issues of diversity, equity and inclusion in human subjects research, a system-wide research education program, and other initiatives to provide streamlining and support to our researchers.

* Perform analyses, conduct surveys, develop and present reports (e.g. annual report), and respond to outside/regulatory surveys.

* Support the VP HRA in advancing diversity and inclusion efforts within HRA by transparently measuring diversity efforts and outcomes.

* Develop and maintain operations policies and procedures in HRA and provide administrative oversight to ensure appropriate compliance and execution of policies and procedures in HRA departments.

* Oversee any employee/personnel issues, assist senior management in identification and addressing of skills gaps, developing staff development plans, and ensure all staff issues are addressed properly, efficiently and judiciously until resolved.

Qualifications

Qualifications

* Minimum of a bachelor's degree required; Master's degree in healthcare management, business management, or related field is preferred.

* At least ten years or more of significant administrative management, program management, and/or operations experience with large teams in a complex and changing environment. Experience in an education and/or complex healthcare setting is preferred.

* Strong financial analysis skills in fund management, including operating, core, center and sundry account management and budget planning.

* Advanced skills with Microsoft applications, including Outlook, Word, Excel, PowerPoint, Access, and other web-based applications. Experience with project management tools preferred.

Skills/Abilities/Competencies Required

* Significant administrative and management experience in an academic and/or health care setting.

* Demonstrated ability to successfully manage multiple projects and people.

* Outstanding interpersonal skills, including the ability to communicate effectively in a positive manner and to develop strong working relationships with a diverse group of colleagues and to maintain equanimity and build community in a high-paced environment.

* Ability to quickly gain the confidence and trust and to collaborate effectively with individuals at all levels within the organization and across different sites.

* Organizational and political agility; well-developed negotiation skills with a proven track record of effectively interacting with middle and senior management.

* Ability to prioritize among competing demands and to meet deadlines.

* Superb project management, organizational, time management and multi-tasking skills.

* Sound judgment, possess discretion, high energy, proactivity and results/action oriented.

* High degree of knowledge in budget processes and Mass General Brigham or similar financial systems.

* Ability to anticipate, prioritize and troubleshoot problems for immediate resolution

* Proven ability to manage multiple levels of staff and projects.

* Can conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.

* Excellent verbal, written, and presentation communication skills with all levels of the organization.



Working Conditions

Full-time weekday position. May include some remote work. Will be required at times to attend and/or lead early morning and evening meetings/events. Some travel may be required.

Supervisory Responsibility

* Administrative oversight and financial management for 45+ staff reporting to the VP HRA

Fiscal Responsibility

* Responsibility for managing HRA fund accounts, HRA core, and HRA center accounts.

* Primary accountability for ensuring annual actual to budget financials are managed at or below budget.

* Manage fiscal year operating budget planning with the HRA management team.
