Responsibilities

The Sr. Program Administrator will be responsible for the coordination of the financial data that goes into developing Revenue Plan, Operating Plan, and Strategic Plan for the Navy Program Office to Draper Management. Will also be working hand-in-hand with the Sponsors to fully understand the budgeting requirements and to be able to execute the budget plan as designed with the responsible Directors.

Manage all of the Financial Administration that is responsible for the Strategic Program Directorate. Determines content and establishes template to monitor execution of Proposal, budgeting and contract phases of the Strategic Directorate. Will also be responsible for approximately $250 Million dollars' worth of internal effort and $150 Million dollars' worth of Subcontract effort. Must have good communication skills and be able to interact with all levels of Draper management including Directors, Vice-Presidents, and CEO. Also collaborates with the Program Managers, Task Leaders and Line Managers, Fiscal, Contracts, and Subcontract Office regarding contractual and subcontract matters.

The Sr. Program Administrator will be responsible for monitoring the financial status of all active PA contracts, including CDRLs, funding, risk assessment, performance incentives, EACs and financial reporting for various contract types performed by the Program Finance team, collaboration with the Engineering Deputies, Program Directors and PA Vice President to generate and monitor staffing needs of Navy Programs, and works closely with the Navy Subcontracts and Performance teams to coordinate Earned Value, CAPs, Subcontracts and BCRs required during program execution. Additionally, this role requires strong working relationships with Contracts, Procurement, and Accounting to resolve issues that require immediate resolution.

The Sr. Program Administrator will work with a team of financial analysts to assist with work direction, establish priorities, resolve conflicts, and coordinate all activities associated with proposal, fact-finding, tasking and daily administration of financial data.

Coordinate all proposal activities with Draper and the Navy Contract Office in Washington. Ensure that all policies and procedures are adhered to in order to support any Government Audits that are scheduled on Navy programs.

ESSENTIAL FUNCTIONS

    Must be able to operate in a complex environment. Must be able to explain/justify budget and financial reports during fact-finding, negotiation and periodic budget reviews.
  • Must be pro-active and follow through all issues to resolution

  • Some little travel may be required.

Qualifications

A Bachelors Degree in Business, an MBA plus 10-15 years related experience in Administration.

Requires negotiation and analytical skills.

Excellent written and oral communication skills and advanced Microsoft Office skills (Word, Excel, Pivot tables and Powerpoint)
