The position manages the Infrastructure Coordination Department to assure the reliable, economic, and coordinated addition to the PJM grid of transmission projects associated with Regional Transmission Expansion Plan (RTEP) baseline upgrades, Transmission Owner initiated projects and generation and merchant transmission interconnection projects, in accordance with PJM Planning principles and standards and all applicable NERC and Regional Reliability Standards. The position provides technical and strategic support to the System Planning Division, the organization as a whole, and the PJM membership in addressing PJM planning and engineering issues in a competitive transmission planning environment. The position ensures that the coordination of those various projects is carried out in a manner that is inclusive of the concerns of all stakeholder groups and is fully integrated with the other elements of the PJM planning process as well as the functions of PJM operations and markets. This position reports to the Senior Director – System Planning. The Manager of Infrastructure Coordination will assist the Senior Director –System Planning in accomplishing the following goals:
Maintain the safety, adequacy, reliability, and security, of the power system.

Ensure that no member or group of members has an undue influence over PJM activities.

Because of COVID-19 this position will be temporarily working from home until a return to campus plan is finalized. Essential Functions:
Manages and provides leadership to the Infrastructure Coordination staff at PJM.
Creates the department vision, strategy, goals and objectives and communicates it to departmental staff.
Develops and implements tactical plans consistent with the departmental strategy.
Provides leadership and technical expertise and training to staff in the completion of project management and other engineering assignments that support present and future needs of PJM System Planning.
Develops and manages a departmental budget within the overall company budgeting process.
Manages the coordination of new and modified transmission and generation implementation cross-divisionally within PJM
Coordinates necessary operational data, schedule and implementation details for new transmission and generation projects with PJM Operations
Coordinates necessary real-time and forward-looking capacity market data for new generation projects with PJM Markets
Coordinates key changes in project cost, scope and/or schedule with PJM Transmission Planning
Coordinates project implementation with PJM Client Management, as necessary
Resolves contractual issues with PJM Legal
Provides leadership in implementation and continuous improvement of competitive process; coordinates pre-qualification process, constructability and cost reviews and supports overall project evaluation/documentation process,
Develops and implements the capability to perform project management functions for all projects assigned to the Infrastructure Coordination department.
Prepares reports and presentations as necessary to support activities associated with the System Planning Division.
Manages the design, development and implementation of PJM’s project management tools.
Manages and coordinates the development of recommendations to PJM and member company management based on detailed knowledge of engineering industry criteria, practices, and government regulations for the implementation of new transmission projects.
Develops benchmarks and measures the ongoing effectiveness of relevant processes and systems.
Consolidates improvements and produces effective change initiatives.
Supports the development and implementation of the strategic initiatives of the organization.
Supports stakeholder outreach activities to gather input related to the implementation of the planning process and the achievement of organizational goals.
Develops, communicates, and implements effective administrative strategies that support short, mid- and long-term objectives.
Supports the activities of PJM or industry committees, task forces, or stakeholder groups involving issues related to planning and engineering.
Insures appropriate operating procedures are in place to address delays to system upgrades required for Transmission system reliability.
Coordinates with other PJM groups as needed to complete baseline upgrades, generator required upgrades, and modeling changes.
Coordinates with other PJM groups on compliance related issues associated with transmission system upgrades
Works in cooperation with Transmission Owners and developers of transmission system projects and generation projects, to bring those projects into service in a timely fashion.
Demonstrates an in-depth understanding of power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations, planning, and markets.
Demonstrates knowledge of transmission and generation project construction, including engineering and design, cost estimating, project schedule development, regulatory siting, environmental permitting, testing and commissioning, and project management
Demonstrates an understanding of transmission rate recovery aspects and competitive transmission planning processes
Demonstrate an in-depth understanding of evolving industry regulatory issues as they apply to the PJM System and the role of the PJM OI as an RTO.
Possess a detailed understanding of PJM planning and operations.
Possess an in-depth understanding of the PJM Agreements and Tariffs

Characteristics and Qualifications:
Required:
Bachelor's degree in Engineering or equivalent work experience
At least 5 years of work experience
2+ years of leadership experience in a managerial/supervisory role.
At least 5 years of experience in-depth knowledge of power system engineering principles, theories, regulations, standards, reliability concepts, and techniques
At least 5 years of experience power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations and planning.
Preferred:
MBA, Business Administration
5-10 years of leadership experience in a managerial/supervisory role.
Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM’s customer service reputation
